About this file

This document outlines the establishment of Multi-Purpose Rural Communication Centers (RCS) in Ethiopia. The RCSs are organized at two levels - the Kebele (neighborhood) level with one center established in each of approximately 16,000 Kebeles across Ethiopia, and the Woreda (district) level with centers located in district towns. Both levels of centers are owned by groups of self-employed youth with IT and management backgrounds and receive initial financing and equipment from the Ethiopian government through the Ministry of Communication and Information Technology, Ethio Telecom, and Ethiopian Postal Services.

The Kebele RCSs provide telecom retail services, postal/parcel services, e-government support, mobile payments/financing, IT sales and maintenance. Woreda RCSs offer the same in addition to facilitating the Kebele centers. Services are delivered out of houses constructed by local administrations, using shared ICT equipment, furniture, and commercial or solar power. Both center levels receive training from Ethiopian partners. Over 1,900 Kebele and 166 Woreda RCSs have been established to date to provide digital access and create jobs in rural communities.
