Solicitation No. 72065618R00023 Design-Build Three Health HIV Labs Activity under USAID/Mozambique Health Infrastructure
SECTION C - DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
REHABILITATION AND RENOVATION OF TETE, MANICA AND SOFALA VIRAL LOAD
(VL) LABS
C.1 PURPOSE
The purpose of this activity is to rehabilitate and renovate three Health HIV Labs in Tete, Manica and
Sofala, Mozambique. Activities under this contract shall include--but not be limited to--the design, construction, testing, material, labor, and equipment to perform the services at the locations described herein.
C.2 INTRODUCTION
USAID intends to implement the rehabilitation and renovations of the three labs through a Design-Build mechanism where design and construction activities are included in a single contract. Therefore, USAID requires prospective Offerors to present along with the submission of the technical and financial proposal, a preliminary design(30% design completion), specs and respective cost estimate for the execution of the rehabilitation works required for adequate functionality of the Tete, Manica and Sofala viral load labs. The design, specifications and respective cost shall address the illustrative activities listed in the scope of work including other contractor’s visual observations verified from the mandatory site visit including any other offeror’s technical judgement. Offeror’s site visit must be undertaken prior to proposal submission. Offeror must take into account international standards for the nature of the facilities. Illustrative lab standards are attached herewith for reference. However, contractor is ultimately responsible for undertaking a technical assessment of the existing lab advice/recommend on potential issues, risks and proposed works and cost for suitable functionality of all the three viral load labs. The design, specifications and cost must be approved by the USAID Contracting Officer (CO). The approved 30% design/technical narratives will further be refined to 100%, after award and 20 days after issuance of the notice to proceed.
C.3 BACKGROUND
The current Mozambique VL testing demand is outweighing current VL testing capacity, resulting in backlogs of VL samples throughout the country, which will only increase as demand continues to grow.
Backlogs of VL samples results in long delays for patients and clinicians in receiving VL test results, which negatively impacts patient care and slows the expansion of certain differentiated models of care, specifically 3-month drug distribution and rapid patient flow, which are interventions known to greatly increase retention in HIV care. Thus, it is imperative that the current VL testing network be expanded as quickly as possible.
The current Mozambique VL expansion plan includes establishing laboratory spaces in USAID supported provincial districts, Chimoio & Cidade de Tete, which will hold up to 3 VL testing machines each, greatly increasing the installed VL testing capacity in the region. Currently, all VL samples from Manica and Tete are being sent to laboratories in Sofala, which are accumulating the largest backlogs in the country due to a large influx of VL test samples. The additional capacity that new labs in Chimoio and Cidade de Tete will provide will further optimize the laboratory network and help ensure providers are able to access VL testing and ensure high risk HIV positive patients receive a timely and accurate VL result.
A prefab lab has been installed in Chimoio city however, deemed not structural sound to accommodate the technical requirements of a standard VL Lab. Therefore, USAID intends to upgrade the current lab to meet the VL lab standards.
For the Tete and Sofala Labs, USAID determined that the most timely, cost-effective, and sustainable approach would be to renovate already existing spaces, as opposed to installing a similar prefabricated structure.
Completing the needed construction activities and opening the laboratories as soon as possible is critical to the success of ongoing activities to improve retention of HIV-positive patients in care.
Solicitation No. 72065618R00023 Design-Build Three Health HIV Labs Activity under USAID/Mozambique Health Infrastructure
Contractor shall undertake the following assessment, design activities and present realistic cost estimates. It is contractor’s responsibility to undertake a detailed technical assessment of the required works including the respective cost estimates. The activities below are illustrative:
C.4 TETE VIRAL LOAD LAB
I. Basic description of the existing Tete facility
The buildings are currently not providing any service. The structural components in both buildings are intact and seem to have been renovated recently. The buildings are located adjacent to the existing lab and have a combined area of about 140m
II. Design Activities for the Tete Lab
a. Propose a floor finish for the existing floor. Tiles can be changed to epoxy, replace with other suitable tiles or other similar floor finishes. This requires the demolishing and disposal of the existing floor tiles and the top layer of the slab;
b. Undertake an assessment and proposed replacement of the existing gypsum board ceiling.
Proposal shall provide specifications and drawings of the wooden ceiling framing and new PVC or similar type ceiling;
c. Provide design and specifications for the ACs suitable for the existing rooms as applicable;
d. Provide the design and specs for the internal partitions;
e. Provide a design and specs for the internal doors and windows (adding or removing)
f. Design and specs for upgrading of the existing electric system and provision of standby generator;
g. Provide the design and specs for the installation of new water supply systems including connection to the existing septic tank, if suitable; and
h. Design and specifications for connecting the lab with other building (this may require demolishing of the gable side of one of the existing building to connect with the other building.
III. Rehabs and renovations Activities for the Tete Lab
a. Preliminaries (camping, temporary works including water, sanitation and electricity, Municipal licensing, other);
b. Removal of existing tiles and installation of epoxy or tiles or any other suitable material approved in the proposed design;
c. Installation of approved ceiling including wooden ceiling framing and new PVC or similar type ceiling;
d. Acquisition and installation of ACs suitable for the existing rooms as applicable;
e. Execution of internal partitions;
f. Installation of approved doors and windows (adding or removing);
g. Installation of electric system and standby generator;
Solicitation No. 72065618R00023 Design-Build Three Health HIV Labs Activity under USAID/Mozambique Health Infrastructure
h. Installation of new water supply systems including plumbing and repairs of the sewage systems, if any; and
i. Execution of the connection of the lab to other buildings.
C.5 MANICA VIRAL LOAD LAB
I. Basic description of the existing Manica Lab facility
a. Foundation
The prefab is seated on top of concrete blocks installed whose depths and the bottom is unknown.
Concrete blocks are not tied together. Moreover, there is no connection between the prefabricated unit and the concrete blocks. The prefab is just placed on the top of the blocks. This represent a structural concern as there is a risk of sliding due to several loads such as soils settlement, any horizontal loads from wind, earthquake or vehicle impact.
b. Slab
The current arrangement is that planks (magnesium) are placed on the top of horizontal steel bracings.
There is a concern the planks might be damaged by the provision of sustained loads and moisture from the ground.
c. Floor Finish
The currently installed floor finish is PVC. This is considered not suitable for labs as those nature of facilities are normally finished Epoxy or other types of paint finish suitable for the nature of services provided in the facility to ensure resistance to chemicals, disinfectants and general floor cleaning.
d. Roof
The currently installed roof sheeting is almost horizontal. There is a risk of rainwater accumulation on the roof which may result on sheeting rust and rainfall leaking.
II. Design Activities for the Manica Lab
a. Propose a mechanism to tie-in all the existing concrete blocks in the foundation.
