Attachment A- Solicitation Highlights

ASPECTOS IMPORTANTES DO CONCURSO

Secção M.2, página 59 do concurso).

52-53 do concurso).

56 do concurso).

mailto:fsultan@usaid.gov mailto:eluma@usaid.gov

L.9, página 56 do concurso).

51 do concurso).

SOLICITATION HIGHLIGHTS

As the solicitation is limited to local organizations, the following is provided to assist firms with submitting proposals. The solicitation is requesting a design-build proposal and Offerors are required to organize a team with the design and construction expertise needed to fully respond to the requirements of the solicitation. Prior to submitting a proposal, the Offeror’s design personnel are expected to visit the lots they intend to submit proposals for, to determine what activities are required to fully rehabilitate the facilities in each lot/province. Questions related to the solicitation must be submitted to fsultan@usaid.gov and eluma@usaid.gov no later than September 24 th

2018 by 5:00pm.

[1]. USAID will use a “best value” approach to evaluate the proposals. As a result, USAID may issue an award to a higher priced Offeror if a determination is made that the higher technical evaluation of that Offeror merits the additional cost/price. (See Section M.2, page 59).

[2]. The solicitation, evaluation and award is a competitive process and will be evaluated based on the evaluation criteria stated in the solicitation. (See Section M, pages 59-62 of the solicitation).

[3]. Only firms registered in Mozambique holding a valid construction license may submit proposals in response to the solicitation. (See Section L.10, page 57).

[4]. The due date for Questions related to the solicitation is September 24 th

2018 by 05:00 pm.

[5]. The due date for submission of Proposals is October 16 th by 05:00 pm. No late proposals accepted.

[6]. Electronic submission of proposals is required and must arrive before the proposal due date.

Although not required, Offerors may submit hard copies of proposals in addition to the electronic copy. (See Section L.6, pages 53-54 of the solicitation).

[7]. Technical and Price proposals must be submitted separately (separate files). No price information should be included in the Technical proposal. (See Section L.5(b), pages 52-53 of the solicitation).

[8]. Technical Proposals are limited to 30 pages. Some parts of the Technical proposal are not included in the 30 page limit such as the cover letter and annexes. (See Section L.7 pages 54-56 of the solicitation).

[9]. The total proposed period of performance should not exceed 5 months. (See Section F.9, page 24 of the solicitation).

[10]. A separate price proposal and period of performance for each lot/province proposed, must be included in the proposal (See Section F.9, page 24 of the solicitation).

[11]. There are 3 lots/provinces total where USAID is requesting construction services. In order to determine current lot conditions, Offerors are expected to visit the lot(s)/province(s) for which they would like to submit a proposal. Offerors may submit proposals for one, two or all three lots/provinces. Offerors are encouraged to submit proposals for as many lots/provinces they deem feasible. (See Section L.2, page 52 of the solicitation).

[12]. Suggested price ranges are provided for each lot/province. The price ranges are merely suggestions and Offerors should propose costs that are realistic based on the lot/province conditions and work to be performed (See Section B.3, page 6 and Section L.9, page 56 of the solicitation).

[13]. Multiple awards may be made under the solicitation if in the best interest of USAID. An award may be made to one organization for all 3 lots/provinces, a separate organization for each available lot/province, or 2 lots/provinces awarded to one organization and 1 lot/province awarded to another.

(See Section L.2, page 52 of the solicitation).

[14]. An illustrative list of activities for each lot/province has been provided in excel (See Section J, page 43 ILLUSTRATIVE BUDGET FORM). Offerors should modify the illustrative list (add or mailto:fsultan@usaid.gov mailto:eluma@usaid.gov remove rows) based on their site visit and assessment of the lot/province conditions and submit with their cost proposal.

[15]. Offerors should complete, sign and submit Section K of the solicitation with their cost proposal.

Any parts of Section K that are not applicable can be left blank (See Section K, pages 44-51 of the solicitation).

[16]. Proposals must be submitted in English, however, documents that were originally created in

Portuguese such as a local construction license (Alvara), past performance information, company portfolio, CVs, financial information and other related copies of documents are acceptable in

Portuguese (Offerors are not expected to translate these documents).

[17]. The above-mentioned information is not meant to substitute the solicitation. Interested Offerors are expected to read the entire solicitation document and all amendments issued on the FedBizOpps.gov website.
