About this file
This document contains responses to questions from offerors on an amendment to a request for proposals from the United States Agency for International Development Mission in Kenya. The solicitation is for technical services to support the Sustainable, Transformational and Accessible Water Interventions activity. Clarifications provided include allowing illustrative implementation plans, monitoring and evaluation plans, and quality assurance surveillance plans as annexes up to five pages each and not counting toward the twenty-five page limit for the performance work statement. The shock fund amount is intended to be ten to fifteen percent of the total contract value minus construction and government-to-government cooperation projects. The amended request for proposals was not provided with changes highlighted. Confirmation that the monitoring and evaluation plan is to be included as a five-page annex was also provided. The related federal contract opportunity is for the abovementioned activity through the USAID Kenya and East Africa mission, applicable to the water, sewage, and other systems NAICS code.

APPENDIX 1 TO AMENDMENT 2
RESPONSE TO QUESTIONS
Request for Proposal # 72061522R00011 – Sustainable, Transformational, and Accessible Water Interventions (STAWI) Activity
April 14, 2022
1. USAID’s response to question 69c in Appendix 1 (Response to Questions) indicates that the PWS includes an illustrative first year implementation plan, a QASP, and a MEL Plan as 5-page limited annexes. Section L.6. of the amended RFP makes no mention that these plans are annexes, nor that they do not count toward the 25-page limit for the PWS. Additionally, USAID’s response to question 28 indicates that offerors should “be guided by sections F and L of the RFP” to determine PWS annexes. Additional answers to questions (Q5, 69a) clarify what should be added to the front matter to the Phase I submission but are not included in Section L.6. We respectfully ask that USAID please consider updating the RFP’s section L.6. to ensure clarity with the instructions. Lastly, Amendment 1 does not highlight modifications as was indicated in the amendment notification letter. To ensure clarity and compliance, it would be helpful for USAID to share amendments with highlighted changes.
Given the Response to Questions, our understanding is that the following should be included in the PWS:
ꞏ Cover page ꞏ Executive Summary (not to exceed 2 pages) ꞏ Table of Contents (Not Included in the page limit) ꞏ Acronym List (Not Included in the page limit) ꞏ PWS (not to exceed 25 pages) ꞏ PWS Annexes o Illustrative First Year Implementation Plan (up to 5 pages) o Grants narrative and chart (no page limit specified) o Monitoring and Evaluation Plan (up to 5 pages) o QASP (up to 5 pages)
USAID Response: The following text has been added to section L.6 of the RFP:
“The following should be included in the PWS:
● Cover page (Not included in the 25-page limit)
● Executive Summary (Not to exceed 2 pages. Not included in the 25-page limit)
● Table of Contents (Not included in the 25-page limit)
● Acronym List (Not included in the 25-page limit)
● PWS (Not to exceed 25 pages)
Appendix 1 To Amendment 2 STAWI Activity
PWS Annexes:
● Illustrative First Year Implementation Plan (Not to exceed 5 pages)
● Grants narrative and chart (no page limit specified)
● Monitoring and Evaluation Plan (Not to exceed 5 pages)
● QASP (Not to exceed 5 pages)”.
2. USAID’s response to question 62 may result in different interpretations among offerors. It could be construed to conflict with the response given to question 41. The response to question 41 clearly states that the 10-15% shock fund is 10-15% of the total contract value (not reflected in the amended RFP). However, the response to question 62 appears to confirm that the base of application for the 10-15% does not include GUC or construction (i.e., roughly a $20 million base of application for the 10 – 15%, rather than the full contract value). Could USAID please consider clarifying their response and incorporating this into the amended RFP?
USAID Response: The shock fund is intended to be 10-15% of the total contract value MINUS Construction and GUCs.
3. Could USAID please provide offerors a version of “Amendment 1 - RFP 72061522R00011 - STAWI Activity” with changes from the original solicitation highlighted or in different font color?
USAID Response: Please refer to the RFP and all pertinent attachments posted on April 07, 2022 and April 14, 2022.
4. On Question 69.c. USAID indicated that the MEL plan (mentioned on page 130 of the original
RFP) is an annex, however this is not referenced/updated in the amended RFP. Could USAID please indicate whether or not the MEL plan is to be an annex or part of the PWS? If an annex, could USAID confirm a 5-page limit?
USAID Response: Confirmed. The MEL Plan as indicated in the response to Question 69c is an annex and should not exceed 5 pages. Section L.6 of the RFP has been amended as per our response to Question 1 of this Amendment No. 2
