Attachment J.12 - Initial Environmental Examination

USAID Zambia Economic Development Portfolio IEE 2015-2020

Activities to facilitate access to financing for agro-input dealers

Negative Determination subject to the following condition:

Credit enhancement must be paired with capacity-building for the agro-input sector, as well as for small-holder farmers, in fertilizer and pesticide safer use, per the conditions for 1 and 2 above, and all practicable efforts made to promote and enforce safe stocking/storage practices. These guarantees will be subject to the provisions of the Zambia EDEV PERSUAP (2013).

Provide training on available financing opportunities (DCA, government grants, etc.) for agricultural producers/small-holder farmers and cooperatives.

Categorical Exclusion per 22 CFR 216.2(c)(1)(i) and 22 CFR 216.2(c)(2) (i)

Depot/Shed construction/rehabilitation

Negative Determination subject to the following conditions:

Small Scale Construction: Any individual building that does not exceed 10,000 square feet of construction should be conducted in a manner consistent with best practices as outlined in the Small- Scale Construction Chapter found at the following link:

http://www.encapafrica.org/EGSSAA/construction.pdf.

Tree-planting activities associated with construction and/or rehabilitation also need to follow the EGGSSA guidelines in relation to small-scale renovation of buildings, reforestation work, especially the use of exotic species. It is not foreseen that any construction will exceed 10,000 square feet (1,000 square meters) that would mandate the initiation of a supplemental environmental review.
