About this file

This document provides additional guidance from USAID/Zambia to implementing partners regarding reimbursable costs for Zambian government staff participating in US government-funded activities. USAID/Zambia will not permit any exceptions to the policy outlined in the August 18, 2017 letter from the U.S. Embassy in Lusaka concerning allowances and per diems. Meeting locations require written approval by the Contracting Officer for any exceptions. Cash honoraria for traditional leaders must be less than 500 Zambian Kwacha and also require written approval. U.S. government vehicles are only for furthering project purposes as determined by USAID; costs deemed outside the scope of project implementation will be unallowable without exception. Exceptions to the guidance require a minimum of two weeks' advance notice including justification, cost implications, and other relevant considerations. Implementing partners must take attendance, collect and save receipts, and be aware of GRZ per diem policies and rates, retaining all documentation for auditing purposes.

The related federal contract opportunity is a solicitation from USAID/Zambia seeking proposals from qualified organizations to provide electronic supply chain management information system (eSCMIS) Activity services. The solicitation number is 72061119R00003.
