Amendment No. 000002 - RFP No. 72048620R00002 USAID/RDMA Regional Communications Support Platform IDIQ June 23, 2020
STAGE 2: ORAL PRESENTATION, IDIQ COST/BUSINESS PROPOSAL SUBMISSION,
AND TASK ORDER#1 SUBMISSION
Notes to the Offerors:
1. Given that some offerors had requested to extend the submission of the participants’ names, USAID allows for the extension of the submission at your earliest convenience but no later than COB July 1, 2020 local time in Bangkok .
2. USAID/RDMA has revised the deadline for presentation submission date. All Offerors are advised to submit presentation slides at your earliest convenience but no later than July 3, 2020 no later than 10 a.m. local time in Bangkok . This supersedes responses to any requests sent to USAID earlier.
3. USAID/RDMA has updated the ATTACHMENT 4: SCENARIO FOR STAGE 2 ORAL PRESENTATION to further clarify USAID requirements.
Questions:
a. Oral Presentation
1. For the oral presentation scenario (Attachment 4), is there any particular pillar of the Indo-Pacific Vision that USAID/RDMA would like for the presenters to highlight for the 6-month campaign?
USAID: The presentation should be broadly about the Indo-Pacific Vision in general.
While the presentation can reference the sub-pillars of the IPV, we envision that this campaign would enable audience members to understand the value and importance of IPV overall.
2. Would USAID please clarify if the scenario targets the whole Asia-Pacific region or Thailand specifically?
USAID: The scenario should focus on reaching audiences in Asia-Pacific countries that have current USAID presence. The scenario on Page 126 of Attachment 4 will be updated to reflect this revision:
“7.1 Creative support to conceptualize, design, implement, and monitor a short-term butintense outreach and communications campaign executed from July 2020 to approximately September
June 23, 2020
2020 targeting key audiences and influencers in Asia-Pacific countries with current USAID presence.”
3. Would USAID please clarify whether or not the virtual meeting platform via Google Hangouts will be held in both audio and video format?
USAID: Google Hangout allows both audio and video participation.
b. IDIQ Cost/Business Proposal:
4. Refer to pages 104-105, where the offeror is to provide a narrative justifying the labor rates for each labor category proposed, is it required to identify names of leads for each of the category stage 2 phase?
USAID: Names of individuals are not required for each labor category proposed. Narrative must be justified and provided in order for USAID to understand the basis of the labor rates proposed for each labor category.
5. Attachment 3: SF LLL – Disclosure of Lobbying Activities template is provided on page 124 but not listed as one of the required components on the IDIQ Cost/Business Proposal, under L.5.4.1. Would USAID please confirm if the SF LLL is required to be included in this section?
USAID: Confirmed. The SF LLL form is required as part of the cost/business proposal.
Task Order #1:
6. Refer to page 132, C.5 – Statement of work, would USAID please confirm that Tasks no. 1- 6 are required deliverables for Task Order #1?
USAID: Confirmed.
7. Refer to page 132, C.5 – Statement of Work, would USAID please clarify the type of final products required for all tasks (Tasks 1-6)? For example, graphic design work shall be in soft files or hard copies/printouts or other file types?
USAID: This depends on each task. Both soft files and hard copies might be required for some of the tasks; for example, posters, brochures, fact sheets, etc. while only soft files will be required for tasks such as social media and event reports.
8. Under F.8.1 page 33, only one key personnel, Communications/ Project Manager/ IDIQ Manager is listed as required, but under F.4 on page 143 there are 3 key personnel positions that
June 23, 2020 the contractor must furnish for this Task Order. Would USAID please clarify all the key personnel positions required?
USAID: The Communications/Project manager/IDIQ Manager listed on page 33 is for the base IDIQ. This position requires to manage all the task orders in the future issued within the ordering period.
For Task Order #1, three positions are designated as key personnel:
Communications/Project Manager (Likely the same as for the Base IDIQ), Social Media Manager, and Graphic Designer.
9. Positions listed on page 12-15 do not match with the cost/price evaluation matrix template provided as attachment 1 on page 119. Would USAID please confirm the position titles required?
USAID: The positions listed on p.119 are now revised. Please see the amended solicitation.
10. Refer to C.1 Task Order #1 Technical Proposal on page 109-110, Can USAID please confirm if a cover page and a cover letter are needed? Or if they refer to the same type of file?
USAID: A cover letter is needed. Please see the amended solicitation.
11. Refer to page 103, the Table of Content (TOC) is listed, but on page 109 the TOC is not included as one of the elements of the technical proposal. Would USAID please clarify?
USAID: Table of Contents is included in the proposal. Please see the amended solicitation.
12. The RFP states “B.4 MAXIMUM CONTRACT CEILING- This is a single award IDIQ Contract with an overall ceiling price of $2,000,000 for USAID/RDMA Regional Communications Support Platform. The maximum aggregate dollar value of task orders awarded to all contractors must not exceed the contract ceiling. This ceiling is not being subdivided among the number of awardees nor is it being multiplied by the number of awardees.” Is the $2,000,000 ceiling price the aggregate dollar value for all task orders, or only Task Order 1?
USAID: The total value of all task orders issued aggregated under this IDIQ must not exceed the maximum ceiling of the IDIQ of $2,000,000. Please note that Section B.4 is revised to remove erroneous information on multiple awardees. Please see the amended solicitation.
The cost of Task Order #1 is to be proposed by Offerors and would be under the total IDIQ ceiling.
June 23, 2020
13. What is the dollar value of the Maximum Ordering Limitation referenced in F.6.2.(3)?
USAID: This section has been removed from the solicitation as no maximum order value is applicable.
14. B.5 (a) of the RFP states “This fee ceiling is not applicable to other costs that have a separate fee ceiling established in the contract.” Will USAID specify which other costs should have separate fee ceilings?
USAID: The quoted statement is removed from the solicitation. See amended RFP.
15. Section B.6 Labor pg. 10 states: “The Contracting Officer has determined that a key (full-time) manager is not necessary or required to administer the basic IDIQ. Contractors will not be authorized to bill USAID directly for IDIQ management costs under this IDIQ or under task orders. Contractors must propose a centralized management structure that allows for recovery of IDIQ management costs as part of its indirect costs.” F.8.1 states that the contractor “must furnish” this position as key personnel. Three questions:
a. By “key … manager”, is USAID referencing the “Communications / Project Manager / IDIQ Manager” listed in the Labor Groupings Table under B.6(a)(2)?
USA ID: This section has been revised as follows: “The Contracting Officer has determined that full-time management is not required to administer the Base IDIQ. Contractors will not be authorized to bill USAID directly under the Base IDIQ.”
b. If recovery of costs associated with a manager must be billed directly in order for our organization to remain CAS compliant, will USAID allow an exception to the requirement of recovery under indirect costs?
USAID: See above response. Charging to Task Orders for directly allocable work is allowable.
c. If the contractor may not directly bill costs for Communications/Project Manager/IDIQ Manager, is a CDR for this position necessary?
USAID: See above response addressing this.
16. The RFP states “CCN and TCN labor are also governed by the local compensation plan limitations as further provided in note 3 below.” Will USAID provide LCPs for the all the countries required?
June 23, 2020
USAID: This sentence has been removed. Please follow “note 3” on page 10 of the solicitation which limits compensation to locally-hired national personnel and other non-U.S. expatriates to be paid in accordance to AIDAR 722.170.
For Task Order #1, compensation to locally-hired national personnel in Thailand may not exceed 3,242,793 baht per year.
USAID will not be providing other internal USG local compensation plans at this time.
17. Section B.8 Indirect Costs and Advanced Understanding on Ceilings
a. USAID states “Indirect rates are only applicable to cost reimbursement task orders.” May USAID confirm whether this statement is in reference to “Indirect rate ceilings.”
USAID: This statement has been removed as an organization’s indirect cost rates should be applied consistently across all task orders, regardless of type.
18. Section F.6.3.3 Award Types states that cost reimbursement Cost/price proposals must include “a complete Work Breakdown Structure (WBS), which coincides with the detailed technical approach.” Will USAID provide a template or additional guidance on WBS?
USAID: Information related to Work Breakdown Structure has been removed. Please submit detailed budget breakdown per instructions in Section L of the solicitation.
19. Section H.7 (a) states “If, during contract performance, the contractor proposes salary or wages for a new individual(s) that exceeds 5% ceiling of the individual’s current salary or wage or the highest rate of annual salary or wage received during any full year of the immediately preceding three (3) years, the Cognizant Contracting Officer’s approval is required.” Is USAID using salary history to determine rates as this is no longer included in the biographical data sheet?
USAID: Section H.7 has been updated. Please see the amended solicitation.
20. Section L.5.4.1 Stage 2, Part 2
a. States that “Completed biographical data sheets, Form AID 1420-17 ( forms may be obtained at: http://www.usaid.gov/forms/ ), must be provided for all proposed personnel .” Will USAID consider revising this requirement to Key Staff only?
USAID: This requirement is now revised to Key Personnel only. Please see the amended solicitation.

June 23, 2020
b. States that “Proposed individuals whose salary histories include salaries in currency other than the U.S. dollars, must show the contemporaneous U.S. dollar equivalent.” However, there is a new biodata form that does not contain salary history. May USAID please clarify which form to use?
USAID: Salary history is not required in the new biodata form. Please see the amended RFP which updates to the current language.
c. States that “Prime Offeror’s Cost or Price Analysis: FAR 15.404-3(b)(1) states that the prime Offeror must conduct appropriate cost or price analyses to establish the reasonableness of proposed subcontract prices. Offerors must submit a copy of the cost/price analysis performed on subcontractor budgets.” Would USAID consider removing this submission requirement?
USAID: This statement is now removed. Please see the amended solicitation.
21. Attachment 5, B.4 (page 128) indicates that a Budget by Task is required, six tasks are listed. Is this a RFTOP submission requirement in addition to the Detailed budget specified in the General Instructions for Task Order 1 on page 111, (“A detailed budget breakdown into cost elements per the above table.”)?
USAID: Yes. The budget format stated in Section B.4 is also required as part of the cost proposal. Please see page 112.
