• Address transboundary development challenges through regional programs

• Provide programmatic, technical, and business support services to client missions across Asia.

Overview of USAID/RDMA’s

Communications Framework, Activity Management, and Regional Communications

Mechanism

Activity Goals To provide a wide range of public outreach and communications services to the Mission and clients in Asia. Through this support, USAID Missions across Asia will be able to better develop and implement public awareness events, campaigns, and other activities to amplify the development impact of USAID’s work in Asia.

Scope of Services Services expected to be made available to Missions across Asia, with Thailand as a primary client

● Event planning

● Translation and Interpretation: Ability to provide translation and interpretation services, including for local languages and sign language, as needed

● Videography Services: Such services should include filming events, creating short videos, video editing of a variety of content, and captioning of videos.

● Photography Services

Scope of Services Services expected to be made available to Missions across Asia, including Thailand

● Graphic Designing, Social media graphics and content creation, publications and print media support of publications for digital and print distribution.

● Collateral Material Production Support

● Data gathering, Analysis and Reporting: Focus groups, data and metrics collection, market research and evaluation

● Public Opinion Gathering: Surveys, public opinion polls and related analysis

● Analytical Support: Including media analysis, social media analysis, perception study, and brand nuances study

● Communications Strategy Execution and Support

● Photo Library Support: Photo organizing and photo editing

• Each Mission’s target audience will vary slightly, but will broadly include reaching partners in the host government; key host country audiences influential in that aspect (including often media and social media outlets typically); and Mission-specific programmatic audiences (such as youth, women and young girls, private sector, civil society partners, key beneficiary communities, etc.)

• The services of this mechanism will be used by the Mission outreach and communications specialists to reach these audiences and goals.

• All outreach and communications ultimately needs to contribute to topline USAID messaging to supporters and partners here in-country and in Washington who are critical to USAID’s mission.

Target Audience

• This mechanism’s main technical POC at USAID/RDMA will be the Mission’s Development Outreach and Communications Team.

- Each of our Missions in Asia has a DOC Specialist or Team. It is anticipated other

Missions will buy into this mechanism.

- The USAID/RDMA DOC Team will be the central coordinator to reach other

Missions and respective partners there.

• This mechanism’s products and deliverables will complement and build upon the communications efforts at the Mission level.

Activity Management

• Do more people across Asia and in Washington understand USAID’s efforts in Indo-Pacific Vision and J2SR?

• Do the people of Asia support US-Asia relationships?

• Do the people of Asia recognize and support USAID?

• Do other influencers here and in Washington understand USAID’s value in Asia and express that support to USAID?

• Are our communications efforts successful in amplifying the advancement of bilateral and regional development objectives?

What metrics do you see as most useful for measuring and quantifying the impact of your work?

Gender and Inclusive Development Considerations

“Gender equality and female empowerment are core development objectives, fundamental for the realization of human rights and key to effective and sustainable development outcomes. No society can develop successfully without providing equitable opportunities, resources, and life prospects for males and females so that they can shape their own lives and contribute to their families and communities” USAID Gender Equality and Female Empowerment (GEFE Policy 2012).

• USAID policies and strategies seek to reduce gender inequality and to enable girls and women to realize their rights, determine their life outcomes, influence decision-making and become change agents in households, communities, and societies.

• Since January 2019 by law all USAID strategies, projects and activities must be shaped by a gender analysis and standard indicators used, if applicable.

Gender and inclusive development considerations

• RDMA’s 2018 Mission Order on Gender and Inclusive Development builds on the GEFE Policy and advances the inclusion of persons with disabilities; indigenous peoples; lesbian, gay, bisexual, transgender, and intersex (LGBTI) individuals;

vulnerable youth; and other marginalized, underrepresented and/or at-risk groups into Mission programs and activities.

• RDMA technical teams and/or implementing partners are required to conduct a gender and inclusive development analysis (GID) and action plan that identify specific activities to reduce inequalities and report on indicators that track change.
