The United States Agency for International Development, Regional Development Mission for Asia (USAID/RDMA) is seeking capability information in support of the design of Regional Communications Support Activity. Through this support, USAID Missions across Asia will be able to better develop and implement public awareness events, campaigns, and other activities to amplify the development impact of USAID’s work in Asia.

This is a Request for Information (RFI) for capability information of communications organizations, businesses and firms operated in Thailand interested in providing communication and marketing services for USAID/RDMA and the broader Asia region. This RFI will inform USAID about overall market interest and capabilities of organizations and individuals active in the advertising, public affairs, outreach and communications sector to promote USAID’s development goals in this region.

Attached to this request is a draft Statement of Work providing details of expected services USAID is seeking from interested organizations. In response to this RFI, interested organizations are invited to submit the following:

a) Capability Statement: Information which will allow USAID to understand your organization or firm’scapabilities, experience, and expertise that can deliver successful implementation of required services per the draft SOW.

b) Questions/Comments/Recommendations on the draft SOW. There is no page limit on this document.

The Capability Statement and questions/comments/recommendations must be submitted electronically with the title “ 72048620R00002 USAID/RDMA Regional Communications support ” to Ms. Tanapreeyanun Paoluglam, Acquisition and Assistance Specialist, at tpaoluglam@usaid.gov , with a copy to Mr. Gregory S. Wang, Regional Contracting Officer, at gwang@usaid.gov .

You will only receive an electronic confirmation acknowledging receipt of your response, but will not receive individualized feedback on any suggestions. Specific questions about this RFI should be directed only to the email addresses identified above.

USAID is not seeking proposals at this time. Responses to this RFI are voluntary. Responders are free to provide additional information that they think is relevant to the anticipated services.

USAID will not pay respondents for any information provided in response to this RFI. Any future solicitations related to USAID/RDMA Regional Communications Support will be announced on the Federal Business Opportunities website at www.fbo.gov at a later date.

c) USAID Industry Day

USAID/RDMA is hosting an Industry Day for parties interested in learning more about USAID and the requirements of the Regional Communications Support contract. The purpose of the Industry Day is to discuss about USAID’s Statement of Work, expectations and results USAID would like to achieve, and address any questions received on this RFI.

Any costs related to attending this meeting will not be reimbursed by USAID.

ATTACHMENT 1 – USAID Draft Statement of Work: USAID/RDMA Regional Communications Support

STATEMENT OF WORK

1. PURPOSE

The purpose of USAID’s Regional Development Mission for Asia (RDMA)’s Outreach and Communications Support mechanism is to provide a wide range of public outreach and communications services to the Mission and clients in Asia. Through this support, USAID Missions across Asia will be able to better develop and implement public awareness events, campaigns, and other activities to amplify the development impact of USAID’s work in Asia.

These services are expected to raise awareness about the development challenges the people of Asia face and encourage support from government, civil society, and private sector partners to address these challenges alongside USAID. This mechanism aligns with the Mission’s topline outreach and communications goals of advancing USAID’s messaging to key audiences across Asia.

2. BACKGROUND

The U.S. foreign assistance programs help create a more healthy and stable countries across Asia through a range of cross-border programs including in health, counter human and wildlife trafficking, economic growth, and energy and the environment. USAID/RDMA’s mandate includes coordinating USAID’s efforts in Southeast Asia to advance initiatives under the Indo-Pacific Vision. It addresses transboundary development challenges through regional programs. Finally, USAID/RDMA provides programmatic, technical, and business support services to 14 primary client missions across Asia, including for outreach and communications requests across Asia.

3. SCOPE OF SERVICES

The core objective of this mechanism is to provide marketing, eventing planning, and communication services in Thailand as well as other countries with a USAID presence across Asia.

The scope of this five-year activity is to achieve maximum public awareness and engagement of USAID’s programming in Asia through outreach and communications efforts by providing services that may include:

3.1 Services expected to be made available to Missions across Asia, including Thailand

● Graphic Designing: Graphic designing for publications, websites, infographics, and other types of collateral materials.

● Social Media: Social media graphics and content creation

● Publications and Print Media Support: Creation and design of a wide variety of publications for digital and print distribution.

● Collateral Material Production Support: Production of branded and marked USAID materials

● Data gathering, Analysis and Reporting: Focus groups, data and metrics collection, market research and evaluation

● Public Opinion Gathering: Surveys, public opinion polls and related analysis

● Analytical Support: Including media analysis, social media analysis, perception study, and brand nuances study

● Communications Strategy Execution and Support: Development of communication strategies and plans, working alongside a variety of offices, bureaus, and missions.

● Photo Library Support: Photo organizing and photo editing

3.2 Services expected to be made available to Missions across Asia, with Thailand as a primary client

● Event planning: Such support could include providing logistical and event planning support, protocol support, the development and design of backdrops and staging, managing RSVPs, and designing event invitations.

● Administrative Support: This may include providing a full range of administrative and clerical support activities.

● Coverage and Backstopping Support Mechanism: This action would entail coordinating a bullpen of experienced communicators available to be deployed to Missions across Asia to provide coverage and backstopping support on communications. As part of this mechanism, this activity would include providing administrative, travel, and payment support from start to finish to bullpen members.

● Translation and Interpretation: Ability to provide translation and interpretation services, including for local languages and sign language, as needed

● Videography Services: Such services should include filming events, creating short videos, video editing of a variety of content, and captioning of videos.

● Photography Services

4. INTENDED RESULTS

● Increased USAID brand affinity and increased understanding of USAID’s work in Asia.

● Increased engagement with USAID with people across Asia

● Increased media coverage of USAID activities, particularly of international and major

American media outlets

● Increased awareness and changed attitudes on USAID development challenges among target audience.

5. USAID OVERSIGHT AND SUPPORT

USAID will assist with the logistics of posting success stories and media material on the USAID website. Advance notice of USAID communication events will generally be given to the Contractor at least five business days in advance.

6. PERIOD OF PERFORMANCE

This expected period of performance for the resulting award will be five years after the issuance date.
