About this file

This is a Department of Homeland Security Non-Disclosure Agreement (DHS Form 11000-6) that establishes the terms and conditions for individuals granted conditional access to sensitive government information.

The agreement applies to employees, consultants, and subcontractors of authorized entities who require access to three categories of protected information: Protected Critical Infrastructure Information (PCII), Sensitive Security Information (SSI), and Other Sensitive But Unclassified (SBU) information. Signers must acknowledge familiarity with applicable laws, regulations, and procedures governing each information category, including the Critical Infrastructure Information Act of 2002, 49 CFR Part 1520 for SSI, and various DHS management directives for SBU. The agreement imposes strict obligations including prohibitions on unauthorized disclosure, requirements to return all sensitive materials upon conclusion of employment or contract work, restrictions on altering or removing security markings, and mandatory reporting of any security violations. Violations may result in cancellation of conditional access, denial of access to classified information, and potential administrative, disciplinary, civil, or criminal action. The agreement includes carve-outs permitting disclosures to Congress, inspectors general, and agency officials for reporting violations of law, and it does not supersede existing whistleblower protections or executive order obligations. The signatory must certify authority to enter the agreement and acknowledge receipt of security induction before execution.
