About this file
This is a specification document for dockside repairs to the USCGC MIDGETT (WMSL-757), a United States Coast Guard vessel, specifically addressing overhaul and maintenance of Caterpillar 3512B Ship Service Diesel Generators (SSDG) scheduled for Fiscal Year 2027. The document is Rev-0, dated 16 August 2026, and was developed by Akhila K Wijayaratne at Surface Forces Logistics Center.
The specification comprises three primary work items: (1) Caterpillar Ship Service Diesel Generator Engine Major Overhaul, (2) Caterpillar Diesel Engine Hot Lube Oil Flush, and (3) Caterpillar Ship Service Diesel Generator Crankshaft Renewal. Work Item 1 requires a complete major overhaul (SMCS Code 7595-020-MJ) of the No. 2 SSDG (1360 KW, 450 Volt AC, 3 Phase, 60 Hz) located in the Forward Main Machinery Room, including disassembly, inspection, parts renewal per Table 2's comprehensive list of over 200 components (seals, bearings, gaskets, bolts, hoses, etc.), reassembly, testing with load bank (450 Volt, 1500 KW), and CAMPAR diagnostic testing. Work Item 2 requires a staged hot lube oil flush performed with specific equipment (260 GPM pump, particle counter, filtration system maintaining 25-micron and 3-micron filters, heating system maintaining 160-190°F) achieving NAS Code 1638-Class 9 cleanliness standards. Work Item 3 requires crankshaft renewal using government-furnished property (NSN: 2815-01-511-2837, PN: 128-6786, estimated cost $42,164.08) with minimal additional parts renewal (gasket, bolts, washers). The contractor must be an authorized/licensed Caterpillar Marine diesel engine dealership with OEM-certified technical representatives present during critical operations. General Requirements mandate compliance with SFLC Standard Specifications (0000, 0740, 3041, 3042, 5000, 6310, and 5550), environmental protection measures including SPCC and NPDES compliance, preservation standards, welding procedures reviewed against NAVSEA TP 1688, and fire safety protocols. The specification references multiple Coast Guard Technical Publications (TP 7119, TP 7368C, TP 14025) and Coast Guard drawings for machinery systems, requiring contractor submission of Critical Inspection Reports (CIRs) within the first 25% of contract performance for major overhaul work, testing plans, and post-repair documentation.
