About this file

This is a Request for Quote (RFQ) for janitorial services issued by the U.S. Coast Guard Base Miami Contracting on behalf of USCG Sector Key West. The solicitation number is 70ZL26-27-SectorKWJanitorialServices, with an offer due date of November 20, 2026 at 3:00 PM Eastern. The contract is set aside 100% for small business and includes a firm fixed-price requirement for a base year plus three option years of janitorial recurring services at USCG Sector Key West, located at 100 Trumbo Road, Key West, Florida. The service contract is subject to the Service Contract Act (WD #2015-4583, Monroe County, Rev. 34, effective 08/17/2026). The award/effective date is December 1, 2026, with a 12-month base performance period from 12/01/2026 to 11/30/2027, followed by three optional 12-month periods through 11/30/2030. Payment terms are NET 30, and invoices must be submitted electronically through the Invoice Processing Platform (IPP) at ipp.gov.

Evaluation criteria consist of two factors: technical capability rated as either "Acceptable" or "Unacceptable" based on meeting solicitation requirements (with unacceptable ratings resulting in rejection), and price evaluation based on total evaluated price (TEP) combining all base and option period contract line item numbers. Offerors must submit monthly pricing and annual pricing broken down by base and three option years, include their company UEI in Block 17a, and address quotes to Contracting Specialist SK1 Alera Jowers at (571) 613-1558 or Alera.D.Jowers@uscg.mil. The NAICS code is 561720 with a size standard of 22.0 million dollars. Evaluation Criteria:

Evaluation – Technical Capability. The Government will evaluate the lowest-priced offeror’s Technical Volume to determine understanding of and adherence to all the requirements outlined in the SOW.

An evaluation rating of technically “Acceptable” or “Unacceptable” will be assigned upon completion of the technical quote’s evaluation. If an offeror receives a technical rating of “Unacceptable”, it will not be considered for award.

Factor 1 - Technical Capability Ratings

Rating Definition

Acceptable Quote meets or exceeds the solicitation requirements

Unacceptable Quote does not meet all solicitation requirements

Evaluation – Price. The Government will evaluate the total price on SF-1449.

USCG will evaluate SF-1449 to determine whether the prices are fair and reasonable and adhere to the RFQ instructions. Evaluation of pricing will be based on the Total Evaluated Price (TEP). TEP is determined by the offeror’s total quantity price of all CLINs; it is calculated by combining the total price for the base period CLINs inclusive of the three-option period CLINs.
