About this file

This is Amendment 0003 to solicitation 70Z0G126BSNNEDW01, issued on February 11, 2026, by the U.S. Coast Guard Contracting Officer at CEU Providence in Warwick, Rhode Island. The amendment is not extending the offer receipt deadline and must be acknowledged by offerors prior to submission.

The amendment provides responses to six contractor questions regarding specification requirements. Response 16 clarifies window specifications by directing contractors to specification sections 08.51.13 (Aluminum Windows) and revised 08.81.00 (Glazing), with the revised glazing specification included as a separate attachment. Response 27 instructs that inconsistencies in fire alarm system bid documents should be addressed through an RFI, with the most stringent requirements applying where discrepancies exist between drawings, specifications, and applicable codes. Response 45 confirms that staking data points will not be required given the limited site work scope. Response 63 clarifies that hurricane resistance is not required for windows, directing contractors to referenced specification sections for 08.51.13 (Aluminum Windows) and 08.81.00 (Glazing). Response 68 confirms the second-floor structure consists of steel joists. The amendment indicates that the revised specification section 08.81.00 is attached and applicable to the contract requirements.

01 - Response to questions

Question 16: IAW Spec 08.51.13 Northern Climate Windows installed within Climate Zone 6 will have a U-Factor of 0.27 BTU/h.ft2.degrees F or less and a SHGC of 0.41 or less. Our company has solicited several large architectural grade window manufacturers for aluminum windows. They are unable to meet the U-Factor of 0.27 with an operable double-hung system and the hurricane resistance requirement. Would USCG please provide any further clarification if window specs cannot be met completely? Will there be any consideration of variances?

Amendment 0003 February 11, 2026

Response 16: See specification sections 08 51 13 and and revised 08 81 00.

Question 27: The fire alarm system bid documents provided do not appear to have been produced by a licensed fire protection engineer; they are very inconsistent and contain numerous conflicts, and they are not signed by an FPE. Please confirm that the QFPE required by Sections 21 13 16 and 28 31 70 should, in addition to the construction-phase requirements in these sections, include time to complete the analysis and design phase.

Response 27: If there are inconsistencies or conflicts suspected in the bid documents, issue an RFI. Where discrepancies arise between the contract drawings, contract specifications and applicable codes and standards, the most stringent requirements shall apply to the contract.

Question 45: Please provide staking data points for the project.

Response 45: Given the scope of work for the project and limited site work, staking data points will not be required to be provided for the project.

Question 63: The drawings reference the windows as being Hurricane Resistant; does this project truly require hurricane resistant windows/glass? If so, please designate large or small missile impact and revise the spec to reflect hurricane product. The specified window model is not a hurricane product nor is the glazing spec for a hurricane resistant product.

Response 63: Hurricane resistance is not required for the windows - reference the requirements in the specification sections for 085113 - Aluminum Windows and revised 088100 - Glazing.

Question 68: Can you confirm the second-floor structure to be steel joists and a wood subfloor?

Response 68: Steel joists.

02 - Per Response 16, Revise spec section 08 81 00 is included with this amendment as a separate attachment, and is applicable for this requirement.
