About this file

This is Amendment 0002 to a solicitation issued by the U.S. Coast Guard (USCG) for renovation and repair work at a military facility in Warwick, Rhode Island. The amendment, effective February 9, 2026, provides responses to 67 contractor questions regarding the project scope, specifications, and requirements. The bid due date remains February 24, 2026, by 2:00 PM local time, and contractors must acknowledge receipt of this amendment prior to submission.

The responses clarify critical project requirements across multiple disciplines. For domestic water piping, existing capped branch piping in bedroom 210 is to remain; kitchen piping is to be removed and replaced; and boiler room piping is to remain as is. Cold and hot water risers serving second-floor bathrooms are specified as ½-inch diameter. Electrical work requires all exposed wiring in conduit (EMT where subject to minor damage, rigid steel conduit where subject to severe damage); MC cable may only be used inside walls or above accessible ceilings for lighting fixture whips. No coating work with MPI-71 specifications is required. Fire alarm systems must provide horn-based notification (not speaker-based) with wireless signal transmission between buildings, and a Qualified Fire Protection Engineer is mandatory. The phasing plan outlined on drawing G-005 requires galley work completion between May 1 and September 30; kitchen equipment with long lead times may warrant schedule extension consideration. Hazardous materials documentation is provided in appendices; General Decision Number ME20260008 applies for wage scales; third-party inspections and permits are not required; dust containment control partitions are required; and contractors must verify existing conditions and report discrepancies. Additional responses address fire protection requirements, equipment specifications (Armstrong Optima ceiling tiles #3356; Niagara-based HVAC control systems acceptable), storage container requirements, employee roster documentation, and masonry matching standards. Responses to RFIs 16, 27, 45, and 63 will be provided in a future amendment.
