About this file
This is a final submission specifications document for major maintenance and repair (M&R) work on the Multi-Mission Building (MMB) at USCG Station Eatons Neck in Northport, New York (Project Number 3173693). The specifications establish technical requirements and work procedures across 33 divisions of construction work, organized according to the MasterFormat classification system and dated July 2025.
The scope of work encompasses comprehensive building renovation including hazardous materials abatement (lead-based paint, asbestos, and mold remediation), exterior work (wooden siding replacement, door and window replacement, fire escape removal, roof repairs, and drainage improvements), and interior upgrades (HVAC system replacement with dedicated outdoor air system and variable refrigerant flow units, fire alarm system replacement with sprinkler fire protection, lighting and control system upgrades, bathroom and fixture replacements, flooring and ceiling work, and interior painting). Additional requirements include telecommunications system replacement, public address system upgrades, temporary relocation of communications equipment to an external cabinet, furniture and equipment moving and storage, utility modifications, and environmental controls. The specifications establish mandatory administrative requirements including preconstruction submittals, quality control plans, safety protocols, schedule management, submittal procedures with coordination drawings, operational restrictions around active Coast Guard operations, and closeout documentation including as-built drawings and operation and maintenance manuals. The project is estimated at $1,000,000 to $5,000,000 with a 458-calendar-day performance period, requires 20% bid guarantee and performance/payment bonds, is 100% set-aside for small business concerns under NAICS 236220, and will be issued as an Invitation for Bid (IFB) on February 9, 2026, with bids due March 10, 2026 at 2:00 p.m.

PART 2 PRODUCTS
2.1 BUY AMERICAN ACT COMPLIANCE
All equipment purchased by U.S. Government agencies must comply with the "Buy American Act" (BAA). In summary, this means that the equipment or systems installed must be made in the USA.
2.2 BASIS OF DESIGN; AND BRAND NAME OR EQUAL
In general, the federal government does not include the name of manufacturers or model numbers to specify various items, equipment, components or systems. However, since equipment or other items of equal capacity is not necessarily available in the same arrangement, size or construction required for the specific use or application required, manufacturers' model numbers, figures or other "Brand Name" information or references are used in the Contract Documents for the convenience of the government and as a service to bidders, in order to generally identify features, performance and level of quality or materials to be provided.
The information may appear in the specifications, on the drawings (in the form of drawing notes, schedules or other similar methods), or a combination of these methods.
Use of the name of a manufacturer in conjunction with the words "or equal" or "Design Basis" does not indicate a preference for this equipment, but rather that the government is not aware of all possible or acceptable sources of supply for the particular item but has located at least one source. However, given the impact on the construction schedule and need for coordination during that period, these two conditions have specific meanings relative to contract document requirements.
2.2.1 Basis of Design
Items specified without identifying a manufacturer or using "Design Basis" or "Basis of Design" may be proposed as part of the normal submittal process.
2.2.2 Brand Name or Equal
Items specified with the words "Brand Name" or Equal" (information in square brackets may be a manufacturere plus model number or series of equipment) have been so specified because of their particular significance relative to successfully achieving design requirements and intent. When this specification method is used, the conteractor shall, if s/he would
SECTION 01 11 00 Page 7 like to use a manfactuerer/model number othan than that specified, include a detailed submittal fully describing the item, including it's ability to meet or exceed the required salient characteristics of the specified equipment, with the bid materials submitted, as an alteranate manufacterer for evaluation as part of the bidding process. The contractor shall aslo fully bear any costs asociated with use of the alternate equipment or item, if approved (e.g., work by other trades, other modifications required to achieve project requirements). Equipment, components, items, products or system specified using the Brand Name or Equal method are listed below, along with associated specifcation section and location therein:
