About this file
This document is a Solicitation Amendment (Amendment 0004) for Invitation for Bid (IFB) 70Z0G125BCGA00165, which modifies a previously issued solicitation for waterfront repair work at the U.S. Coast Guard Academy in New London, Connecticut. The amendment provides revised technical specifications and clarifications in response to pre-bid questions, including updates to floating dock design requirements, freeboard specifications, and coating systems for steel sheet pile bulkheads. Key changes include revising the freeboard requirements for the Floating Dock at Crew Pier to a minimum of 2 inches under combined dead and live load, limiting the bulkhead recoating scope to Station 0+00 to Station 5+25, and specifying a moisture-tolerant epoxy coating system for marine environment protection.
The amendment maintains the original bid receipt date of 24 June 2025 at 2:00 P.M. and requires contractors to acknowledge the amendment. The solicitation remains a small business set-aside for waterfront repair work, with an estimated procurement value between $3,000,000 and $4,000,000. The project involves comprehensive repairs to multiple maritime structures at the U.S. Coast Guard Academy, including pier, dock, bulkhead, and infrastructure improvements, with a 190-calendar day performance period from the Notice to Proceed.

a. QUESTIONS AND ANSWERS PROVIDED IN RESPONSE TO AMENDMENT 0002 DATED 2 JUNE 2025 ARE
PROVIDED AS FOLLOWS:
AMENDMENT 0002 QUESTION #1: The specifications call for the floating dock under dead load to have a maximum of 6” freeboard, not less than 5” under live load and consider a 50 psf live load. With this specification, the minimum dead allowable would be 16” (recommend 18”) and a minimum freeboard of 6” under live load, please clarify.
AMENDMENT 0002 ANSWER #1 REVISED:
The specification requirement for the "Floating Dock at Crew Pier" has been reevaluated. This dock is for the USCGA rowing team explicitly hence the small freeboard requirement. Upon further consideration, the requirement for the Floating Dock at Crew Pier has been updated to the following:
Design Environmental Conditions for the Floating Dock at Crew Pier:
1. Wind: 168 mph 3 second gust (unoccupied) at 33 feet above sea level from any direction.
2. Current: 2 knot current applied normal to the long axis of the dock.
3. Wave: 3-foot design wave height with a peak period of 3 seconds resulting in maximum top, bottom and torsional stresses parallel to the long direction of the concrete float. Wave direction from parallel to float long axis to 45 degrees either side of long axis.
Freeboard Requirements of the Floating Dock at Crew Pier:
Dock floatation must be designed to support the dead weight of the complete dock system, including any permanently attached accessories, plus an additional live load of 15psf over the entire dock area. The minimum freeboard under combined dead and live load must not be less than 2 inches. Freeboard under dead load only must not be more than 10 inches.
AMENDMENT 0002 QUESTION #5: Are the freeboard dimensions correct in the Notes 1,2 on sheet S-101J?
They seem lower than normal for floating docks.
AMENDMENT 0002 ANSWER #5 REVISED:
Refer to the REVISED response to AMENDMENT 0002 Question #1.
AMENDMENT 0002 QUESTION #6: Reference Sheet S-101F: A significant portion of the sheet pile bulkhead to be cleaned and coated extends under Main Pier & Turnaround. Can as-built drawings of Main Pier be provided so bidders can determine how to access this area of the bulkhead?
AMENDMENT 0002 ANSWER #6 REVISED:
In view of accessibility issues, the extent of the recoating work for the existing steel sheet pile bulkhead is hereby revised. The original scope for recoating the bulkhead was from Station 0+00 to Station 5+96. The scope is now reduced to recoat the bulkhead from Station 0+00 to Station 5+25 (to the edge of the Main Pier & Turnaround facility). Work beyond Station 5+25 and under the Main Pier & Turnaround facility is excluded from the scope of work.

AMENDMENT 0002 QUESTION #11: The specifications call for the floating dock under dead load to have a maximum of 6” freeboard, not less than 5” under live load and consider a 50 psf live load. With this specification, the minimum dead allowable would be 16” (recommend 18”) and a minimum freeboard of 6” under live load.
Please advise.
AMENDMENT 0002 ANSWER #11 REVISED: Refer to the REVISED response to AMENDMENT 0002 Question #1.
b. QUESTIONS AND ANSWERS PROVIDED IN RESPONSE TO ADDITIONAL PREBID INQUIRIES RECEIVED
TO DATE ARE PROVIDED AS FOLLOWS:
QUESTION #16: The lower limit for blasting and field painting of the existing sheet pile bulkhead is shown at mean lower low water. Applying epoxy-polyamide directly at the low tide line as specified does not allow sufficient time for the paint to cure before being exposed to water and could lead to premature degradation of the paint system.
Can an alternate paint system be proposed that can be exposed to water while curing?
ANSWER #16: The coating system for recoating the existing steel piles and bulkhead, as outlined in specification section 09 97 13.27, is revised as follows and per attached revised specification section:
The coating system must be a moisture-tolerant epoxy coating system. The product must be an impermeable coating system specifically designed for use and submersion in the marine environment for corrosion protection of steel. The product must have excellent resistance to abrasion, chemical degradation, moisture and surface tolerant, and ultraviolet exposure. The product must be in accordance with the latest Federal and State environmental standards. At a minimum, the coating system must meet the following criteria:
1. 800 psi minimum adhesion to steel substrate.
2. Suitable for damp application and be capable of immersion shortly after application (within one tidal cycle).
3. Below the state VOC limit.
QUESTION #17: On Sheet S-101B, detail B2, a callout states to remove and replace 642 hold down clips, “one on each side of deck board”. The detail however shows five hold down clips, which would equate to more than 642 clips for the overall replacement. Please clarify the quantity/intent of the hold down clips required.
ANSWER #17: The noted detail (B2 on sheet S-101B) has been reevaluated and updated to the following: A clip must be provided at the center beam and outer beams (3 clips total) per plank, approximating 465 clips to be installed.
QUESTION #18: There is no manufacturer, including the manufacturer of the existing concrete floating docks, that can provide a warranty with a maximum freeboard of 8” under a 3-foot wave design height. In order for any manufacturer to provide the required 3 year warranty, the minimum freeboard for a 3-foot wave design height is 10”. Please confirm if a freeboard under dead load of 10” acceptable to USCG or provide a manufacturer that can warranty floats with 8” freeboard under a 3-foot wave design height.
ANSWER #18: Refer to the revised response to Question #1.
