a. QUESTIONS AND ANSWERS TO PRE-BID INQUIRIES RECEIVED PRIOR TO 28 MAY 2025 ARE PROVIDED AS
FOLLOWS:
QUESTION #1:
The specifications call for the floating dock under dead load to have a maximum of 6” freeboard, not less than 5” under live load and consider a 50 psf live load. With this specification, the minimum dead allowable would be 16” (recommend 18”) and a minimum freeboard of 6” under live load, please clarify.
ANSWER #1: The specification requirement for the "Floating Dock at Crew Pier" has been reevaluated.
This dock is for the USCGA rowing team explicitly hence the small freeboard requirement. Upon further consideration, the requirement for the Floating Dock at Crew Pier has been updated to the following. "Dock flotation must be designed to support the dead weight of the complete dock system, including any permanently attached accessories, plus an additional live load of 20 psf over the entire dock area. The minimum freeboard under combined dead and live load must not be less than 2 inches. Freeboard under dead load only must not be more than 8 inches."
QUESTION #2: Will the USCG accept new Timber Piles driven outside of the existing pier fascia line as new plumb piles? Existing piles would still be extracted as shown. Pile cap extensions would be needed to connect to new plumb driven timber piles. Please advise if this method is acceptable.
ANSWER #2: This approach would not be acceptable as it would interfere with the timber fender piles and may cause issues with the berthing alignment along the facility.
QUESTION #3: Is the float mooring hardware specification correct in Section 05 30 00.01? Or are the plans correct in specifying Hot Dipped Galvanized hardware. Please advise which is correct.
ANSWER #3: Specification section 05 30 00.01 is referring to the mooring hardware work that will occur on the “Bulkhead” and “Main Pier and Turnaround” facilities. There are no floating dock cleat replacements as part of this project.
QUESTION #4: Will the USCG require underwater film footage for proof of debris clearing at Main Pier and Turnaround work area underwater? As shown on plan sheet S-102D.
ANSWER #4: No. Contractor shall document removals on as-built drawing submittal upon completion of project.
QUESTION #5: Are the freeboard dimensions correct in the Notes 1,2 on sheet S-101J? They seem lower than normal for floating docks.
ANSWER #5: Refer to the response to Question #1.
QUESTION #6: Reference Sheet S-101F: A significant portion of the sheet pile bulkhead to be cleaned and coated extends under Main Pier & Turnaround. Can as-built drawings of Main Pier be provided so bidders can determine how to access this area of the bulkhead?
IFB 70Z0G125BCGA00165
ANSWER #6: See best available record drawings accompanying this response.
QUESTION #7: Can as-built drawings of T-Boat pier be provided to bidders?
ANSWER #7: Comprehensive, current as-built drawings do not exist due to numerous repair/renovation projects since construction in 1943. Sheets S-101A through S-501A are the best available drawings for depicting existing conditions.
QUESTION #8: There appear to be utility lines running above and below T-Boat pier. Please identify all utilities that are to remain active during construction and which (if any) can be abandoned.
ANSWER #8: All existing utilities are to remain in service following completion of the project.
Temporary disruptions to accommodate construction can be coordinated as needed. See T-Boat Pier utilities drawing accompanying this response for existing utilities information.
QUESTION #9: The details provided on Sheet S-501A (T-Boat Pier) show driving new timber bearing piles adjacent to the existing bearing piles and then “pulling in” the new piles under the pile cap. Upon visiting the site this does not appear to be a viable option for pile replacement. Due to the quantity of timber pile replacements almost all of the decking, stringers, and pile caps will need to be removed and reinstalled.
Please verify that this is the engineer’s intent as this adds considerable cost to the work?
ANSWER #9: The T-Boat Pier consists of two timber pile bents. Two methods are available for replacing timber piles:
1. Adjacent Installation (17 piles total): At locations where fender piles are to be replaced, the deteriorated pile must be removed and a new pile driven as close as practical to the original location, then pulled into position beneath the existing pile cap.
2. Through-Deck Installation (14 piles total): At locations where fender pile replacement is not required, piles must be installed through the pier deck, as shown in Detail D7. This will require removal and reinstallation of decking, stringers, bracing, and pile caps to facilitate pile removal and installation.
If it is more advantageous and cost effective for the Contractor to remove the decking, stringers, bracing, and pile caps for removal and installation of the piles and then reinstall those elements then they can elect to do so.
QUESTION #10: Reference Sheet S-501A (T-Boat Pier): Details D3 and D7 shows that temporarily disassembling the timber decking, stringers and pile caps is required in order to replace the bearing piles.
The timber decking and stringers appear to be in poor condition with visible splitting in the stringers. If the existing timber elements are too deteriorated to be reused during reconstruction of the pier, will the contractor be paid to replace these members?
ANSWER #10: The T-Boat Pier consists of two timber pile bents.
If any of these components are found to be too deteriorated for reuse, they must be replaced.
Please provide additional unit costs for the following replacement items:
1. Timber decking replacement – cost per square foot (SF)
2. Timber stringer replacement – cost per linear foot (LF)
3. Timber pile cap replacement – cost per each (EA)
QUESTION #11: The specifications call for the floating dock under dead load to have a maximum of 6” freeboard, not less than 5” under live load and consider a 50 psf live load. With this specification, the minimum dead allowable would be 16” (recommend 18”) and a minimum freeboard of 6” under live load.
Please advise.
ANSWER #11: Refer to the response to Inquiry #1.
QUESTION #12: Page 39 of 50 the IFB states to utilize General Decision CT20250017 Mod 2 4/25/25. The Mod number and date do not match the options listed on SAM.gov. Can you please confirm the appropriate prevailing wage rates to use?
ANSWER #12: General Decision Number: CT20250017 Mod 4 dated 05/30/2025 is hereby incorporated as attached. This wage decision supersedes all previous referenced decisions.
QUESTION #13: Please provide the reference drawings listed on drawing G-002.
ANSWER #13: Portions of the cited reference drawings were used by the designer to develop the contract documents provided (e.g. two of the reference drawings are also cited on sheets B-601 through B-603 as being the sources of the boring logs duplicated therein). Similar to the reference design standards cited immediately above them on sheet G-002, these drawings were not intended to be furnished as construction reference documents. They are not necessary for bidding or execution purposes as the contract documents reflect the totality of the required scope; however, applicable excerpts can be made available for review at CGA Facilities Engineering after award.
QUESTION #14: Please provide an elevation of the Crew Pier.
ANSWER #14: See best available record drawings accompanying this response.
QUESTION #15: Our subcontractors and vendors require additional time for pricing. Please consider a bid date extension of one week.
ANSWER #15: As a result of this amendment, the bid opening date is hereby extended until 12 June 2025.
b. In addition to the Lump Sum Bid Price provided on the Standard Form 1442, the attached Schedule of Unit Prices SHALL BE SUBMITTED by the Offeror with their bid but WILL NOT be evaluated for purposes of award. In accordance with Specification Section 012200, unit prices submitted are to be utilized for determining the value of modifications required in the event the estimated quantities of work required by the contract documents are increased or decreased.
c. FAR 52.211-18 Variation in Estimated Quantity (APR 1984) is hereby incorporated by reference.
