About this file

This document contains an amendment to an invitation for bid for maintenance dredging services at the United States Coast Guard Station Cape Disappointment in Ilwaco, Washington. The amendment provides answers to questions from potential offerors. The maintenance dredging work includes conducting dredging, disposal of dredged materials at approved sites, pre- and post-dredging surveys, compliance with environmental permits, and reporting requirements. The approved work window is from November 1, 2022 to February 28, 2023. Bids are due between December 5-12, 2022 and the procurement value is estimated between $1,000,000 to $5,000,000. The amendment clarifies that dredged materials can only be disposed at designated sites in the Baker Bay Flowlanes using bottom dump barges or hopper dredges unless pipeline disposal is approved. It also addresses questions about turbidity curtain requirements and submittal timelines.

MAINTENANCE DREDGING AT THE USCG, STATION CAPE DISAPPOINTMENT, ILWACO, WA

RFI’s 7-10

Question 7:

Reference: “All dredged sediment shall be removed using a mechanical clamsheel or hydrauling suction and transported by barge for disposal in either the Baker Bay FLowlane Disposal Area D or BB3 (Both within the Columbia River/Clatsop County OR). All work shall be completed during the in water work window of 01 Novermber 2022 through 28 February 2023.”

Please confirm whether “TRANSPORTED BY BARGE FOR DISPOSAL” is the only method to disposal the material or would pipeline disposal method permitted as well?

Response 7:

Our current Corps permit only allows disposal of sediment in the Baker Bay Flowlanes using a bottom dump barge or hopper dredge. The US Coast Guard has sent a request to modify this condition and allow the use of pipeline for disposal. The response for approval is pending.

Question 7a:

Please adjust the in-water working window.

Response 7a:

The in-water work window is set by the Oregon Department of Fish and Wildlife and the National Marine Fisheries Service to avoid times of the year when most species migration rates are at their peak. The US Coast Guard is not able to adjust this window.

Question 8:

Reference: “The maintained by vessel operators and dredge equipment. Contractor shall deploy a full length turbidity curtain surrounding the work area to minimize the suspected sediments to nearby eelgrass bed.”

Does the whole area of the coast guard station have to have a silt curtain around it or just the eelgrass area?

Response 8:

Yes. The requirement is for the work area to be surrounded by a full-depth turbidity curtain to reduce the effects of suspended sediments.

Question 9:

“This submittal is required 25 days prior to start of work and must be approved by the Corps prior to initiating the work.”

With regards to the submittals is there going to be enough time to do the work with 25 day requirements of advanced notice before dredging?

Response 9:

The US Coast Guard is cognizant of the time restrictions and limited schedule for this project. If planned appropriately, there is sufficient time for award, a kick off meeting, and pre-project compliance. The regulatory agencies require a pre-project meeting at least 7 days prior to initiating work, and the submittal of a Dredge Operations Plan (also referred to as Dredging and Disposal Workplan)- including a pre-dredge hydrographic survey and eelgrass survey- two weeks prior to the pre-project meeting. The US Coast Guard will need to review the dredge operations plan prior to submittal to the regulatory agencies for internal approval. Please plan accordingly.

Question 10:

Would the potential upland placement site in Port of Ilwaco be possible available for material disposal?

If so, do we need to remove/manage all the sediment that we pumped?

Response 10:

Disposal is only available, and approved, at the Baker Bay Flowlanes (Area D and BB3). The US Coast Guard does not have approvals or authorization to dispose of sediment at the Port of Ilwaco upland placement site.
