About this file

This is an amendment to a Request for Quotation (RFQ) for dockside repair services for the USCGC FIR (WLB 213), a Coast Guard cutter homeported in Cordova, Alaska. The amendment provides instructions to quoters and establishes evaluation criteria for quote submission. Quoters must submit quotes via email to Ou.T.Saephanh@uscg.mil and Sandra.a.Martinez@uscg.mil by 4:00 PM PST on June 26, 2026, with a 120-day quote validity period. The solicitation will result in an Indefinite Delivery Requirement (IDR) contract awarded on a firm fixed price basis for individual task orders. Quotes must be submitted in three separate emails covering pricing, technical capability, and past performance information, with each email not exceeding 10 megabytes. All quote documentation must follow specified formatting requirements including numbered pages, one-inch margins, single spacing minimum, and be submitted as both PDF and digital spreadsheet formats where applicable.

Technical capability evaluation requires quoters to demonstrate experience through at least three previous or ongoing contracts of similar size, scope, and complexity performed within the past five years, supported by contract numbers, dollar values, periods of performance, and service descriptions. Quoters must provide a detailed graphical project plan (such as a Gantt Chart) identifying work item schedules, critical inspection report due dates, Coast Guard inspection requirements, subcontractor and technical representative assignments, critical paths, task float, and work dependencies. A written narrative of no more than ten pages must address performance risks and mitigation strategies, environmental challenges specific to Alaska's climate conditions, plans to limit disruptions to cutter services, quality assurance and control approaches, surge capacity, commercial warranty terms, all required certifications and licenses, proof of insurance, subcontractor lists with specific details, and welding certifications where applicable. Past performance evaluation requires submission of at least three relevant federal, state, local government, or private contracts completed within the past three years using a provided Past Performance Information Form. Award will be made to the responsible quoter with the lowest evaluated price among those receiving acceptable ratings for technical capability and past performance, both evaluated as Pass/Fail factors.
