About this file
This document is a Justification for Other Than Full and Open Competition (J&A) for the U.S. Coast Guard (USCG) Surface Forces Logistics Center. The requirement is for planned and unplanned maintenance, inspection, overhaul, repairs, and services for the 20V1163 TB93 Main Propulsion Diesel Engine (MPDE) and ancillary propulsion and control systems supporting the 418' National Security Cutter (WMSL) fleet.
The solicitation (70Z08525RLREP0001) is a requirements contract with firm-fixed-priced orders covering ten ordering periods. Market research included two sources sought notices on SAM.gov in March and June 2024, which yielded six responses. However, the contracting officer determined that only one vendor can fulfill the requirement due to exclusive intellectual property rights, specialized tooling, and proprietary technical data. The USCG lacks the technical expertise to maintain these engines, and the vendor has indicated they will not sell their specialized tooling or provide maintenance information to third-party vendors. The total estimated contract value is redacted, with pricing details for each ordering period also obscured.
