About this file
This is a Request for Proposals (RFP) for scheduled maintenance and emergent repair services for Maritime Security Cutter Large (WMSL) Main Propulsion Diesel Engines (MPDE). The U.S. Coast Guard is seeking a 10-year indefinite-delivery/indefinite-quantity (IDIQ) contract with firm-fixed-price task orders for MTU20V1163 TB93 Main Diesel Engine services across multiple ordering periods. Proposals are due by October 8, 2025, at 2:00 PM EST, with questions accepted until September 15, 2025.
The solicitation will use a best value source selection process, evaluating proposals across three factors: Technical Capability (focusing on personnel expertise and compliance with requirements), Past Performance, and Price. Technical and Past Performance factors are equally important and collectively significantly more important than price. The contract will cover scheduled maintenance and emergent repairs at Surface Forces Logistics Centers in North Charleston, SC, Alameda, CA, and Honolulu, HI. Large businesses will be required to submit a Small Business Subcontracting Plan. Travel costs are to be included in the firm-fixed-price proposal, with no post-award adjustments for actual travel expenses.
