About this file
This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract for the United States Coast Guard (USCG), specifically addressing Main Propulsion Diesel Engine (MPDE) overhaul services. The amendment clarifies performance periods for different types of MPDE overhauls, including 8,000-hour and 16,000-hour overhauls (56 calendar days for a single vessel/84 days for concurrent overhauls), 24,000-hour onboard overhauls (84 calendar days for a single vessel/112 days for concurrent overhauls), and MPDE renewal (105 calendar days for a single vessel/119 days for concurrent renewals).
The document includes a detailed question and response section where a contractor raised concerns about the compressed performance timelines based on past experience. The Coast Guard responded that the periods were developed by reviewing legacy overhaul data and consulting Original Equipment Manufacturer (OEM) Subject Matter Experts (SMEs). They suggested that if resource constraints are an issue, the OEM should propose additional subcontracted labor to meet the advertised performance periods. The amendment is dated 09/26/2025, with the solicitation number 70Z08525RLREP00020 and is issued by the USCG CPD 2 in Baltimore, MD.

Summary of Changes
The purpose of this amendment is to list the following questions and responses:
Specification Paragraph Reference:
6.3 - Period of Performance. The performance period for MPDE 8,000-hour and 16,000-hour overhauls on a single vessel is 56 calendar days for a single MPDE or 84 calendar days for two MPDEs overhauled concurrently. The performance period for the MPDE 24,000-hour onboard overhaul on a single vessel is 84 calendar days for a single MPDE or 112 days for two MPDEs overhauled concurrently. The performance period for MPDE renewal is 105 calendar days for a single MPDE or 119 days for two MPDEs renewed concurrently.
Question: We respectfully request clarification regarding the stated periods of performance for MPDE overhauls as outlined:
• 8,000-hour and 16,000-hour overhauls: 56 days (single) / 84 days (dual)
• 24,000-hour onboard overhaul: 84 days (single) / 112 days (dual)
• MPDE renewal: 105 days (single) / 119 days (dual) Based on our past performance, these durations appear significantly compressed. For example, during the most recent dual 24,000-hour service on USCGC Bertholf, which included only a single crankshaft swap, the overhaul required 140 calendar days to complete without accounting for sea trials. The current timeline of 112 days for two 24,000-hour overhauls seems to not fully account for the complexity, manpower requirements, or potential supply chain delays inherent in such work.
Response: The United States Coast Guard developed the solicited period of performances (POP) by reviewing legacy overhaul data and engaging OEM SMEs when the SOW was initially drafted in 2022. While the last 24,000-hour overhaul was awarded with a 140-day POP, an additional buffer was built into the project to account for this being the first time the scope was executed in a planned nature on a WMSL. The 112-day POP should be obtainable based off lessons learned.
If the concern is a resource issue, recommend OEM provide a proposal accounting for additional subcontracted labor to support the advertised POP's.
