About this file
This is a Questions and Answers document for RFQ 70Z08525QIBCT0001 regarding the USCGC SAGINAW DD FY25 drydock availability. The document contains seven technical questions from potential offerors about specific work items and tank specifications, with corresponding Project Engineer (PE) notes providing clarification.
Key clarifications include: light wire brushing is only required for zinc anodes while other areas can be pressure washed at maximum 5,000 psi; fleeting of the vessel is not required as docking blocks are typically accepted; and specific surface area measurements are provided for various tanks including sewage collection (100-200 sq ft), ballast tanks (550-650 sq ft for 2-17-1/2-17-2 and 400-450 sq ft for 2-139-0), diesel service tank (150-250 sq ft), and potable water tanks (450-550 sq ft). There is also a correction regarding tank numbering, clarifying that tank 2-139-2-W does not exist onboard and should be 2-139-0-W, accessible from Steering Compartment 2-139-01-A.

RFQ 70Z08525QIBCT0001 - SAGINAW DD FY 25
Question 1
WI 12 - In Line 3.2.6.1, it states to remove all marine growth and oxide coatings from all (hull, rudder, shaft strut, sea chest, sea beam array, z-drive, and thruster tunnel zinc anodes, or water jet drives anodes, as applicable, using a light-wire brush. Are we to anticipate light wire brushing of the entire area of the areas listed above or performing this work with a pressure washer? If pressure washing is to be performed, to what required pressure?
PE Notes: I believe this is for WI #2, and they should only be light wire brushing the zinc anodes. Those areas mentioned can be pressure washed.
- As part of the coatings pre-surface prep they are required to “Remove surface contaminants (soluble salts, loose rust, mud, and marine growth) with low pressure fresh water wash down (maximum 5,000 psi).”
Question 2
WI 5 - In Line 1.1 note # 2, it refers to the Fleeting the Vessel to perform the specified work to the block spots.
Will the vessel be fleeted?
PE Notes: In my experience fleeting is not required, we usually accept that the docking blocks prevent those areas from getting painted, which is why we alternate docking plans.
Question 3
WI 41 - In Line 1.1, it gives the capacity in gallons for the listed tank. Could you provide the square footage of the tank?
PE Notes: Surface Area: 100 – 200 sq ft.
Sewage Collection Tank 2-94-0-E 450
Question 4
WI 43 - In Line 1.1, it gives the capacity in gallons for the listed tank. Could you provide the square footages of the tanks listed?
PE Notes: 2-17-1 / 2-17-2: Surface Area 550-650 sq ft. and 2-139-0: Surface Area: 400-450 sq ft
Ballast Tank 2-17-1-W, Fr 17-27 7,102
Ballast Tank 2-17-2-W, Fr 17-27 7,102
Ballast Tank 2-139-2-W, Fr 139-
2,506
Question 5
WI 43 - In Line 1.1, it gives the locations of the tanks to be worked. While on the ship check, we could not find the referenced tank, 2-139-2-W at frame 139-145. Could you confirm the space number and frame numbers for the tank in question?
PE Notes: Tank can be accessed from Steering Compt. 2-139-01-A; Tank # is actually 2-139-0- W, and might be the confusion. There is no ballast tank 2-139-2-W onboard.
Question 6
WI 45 - In Line 1.1, it gives the capacity in gallons for the listed tank. Could you provide the square footage of the
PE Notes: Surface Area: 150-250 sq ft.
Diesel Service 2-110-1-F
Question 7
