Question 1: Could the U.S. Coast Guard provide any known C5ISC qualified POC? Many known qualified electricians are issuing a “no bid” because of this requirement.

Coast Guard Response: The USCG does not intend to provide a list of known C5ISC qualified POC. Please see REV3 of the specification for the clarification of “electronics technician” language.

WORK ITEM 44: Auxiliary Seawater Piping (Availability No.2), Modify

Paragraph 2. REFERENCES

Question 2: The reference listed in the work specification is "Coast Guard Drawing 750-WMSL-520-506, Rev E, Auxiliary Seawater Piping Mods FWD Fr 52", however, the reference provided by the USCG was "750-WMSL-520-507, Rev G, Auxiliary Seawater Piping Mods FWD Fr 52". Please confirm the correct reference KTR should be using and also confirm that there are a total of ~146 line items of KTR furnished material, less the items that have been crossed out on the drawing, including a few hundred feet of CU-NI pipe and fittings. Please provide a copy of the reference listed in the work specification titled "418A-WMSL-437-001, Rev -, Electrical Flowmeter Installation Auxiliary Seawater".

Coast Guard Response: “750-WMSL-520-506, Rev E, Auxiliary Seawater Piping Mods FWD Fr 52" is the correct one to use. 750-wmsl-520-507 is for modifications aft of Fr 52 and it is NOT applicable. The consolidated reference list was missing 750-WMSL-520-506, Rev E. The line items of the KTR furnished material should be pulled from the correct drawing “750-WMSL-520-506, Rev E, Auxiliary Seawater Piping Mods FWD Fr 52". Drawing to be provided to approved vendors upon request.

WORK ITEM 43: Fire Prevention, Provide

Question 3: Please confirm that the requirements of paragraph 3.7 of SFLC STANDARD SPECIFICATION 5550 do not apply since they are not explicitly called out in the work item. If it is the government’s interpretation that these requirements do apply, please provide a list of spaces where a temporary system will be required.

Coast Guard Response: Paragraph 3.7 of SFLC Std Spec 5550 does not apply because it is not invoked in the work item specification Requirements for Proposal Content Question 4: There are inconsistencies in the solicitation as to which portion of submittal should be labelled Part I, Part II, and Part III. Please clarify which parts are Price, Technical Capability, and Past Performance.

Coast Guard Response: Please label content as: Part I, Price; Part II, Technical Capability; Part III, Past Performance.

Requirements for Proposal Content Question 5: Please confirm requirements on Technical Capability submittal. The Solicitation states, “Part II – Technical Capability, is limited to one Gantt chart and ten standard 81/2” by 11’’ pages submitted in times new roman 12 point font.”

Shall the contractor submit one Technical Capability document that is limited to 10 pages AND a Gantt Chart (aka Planning Document) provided separately that does not have a page limitation?

Are title pages, table of contents, and blank pages included in the ten page limit of the Technical Capability document?

Coast Guard Response: The submission should be one Gantt Chart and a Technical Capability document that is no more the 10 pages in length.
