Q9: (D-012, Para.: 3.2.1) Scope of work requires 2 Weight Test, there is no significant work between the first weight test 3.2.3 and 3.9 Contractor recommends 3.2.3 Weight Test to be de-scoped?
A9: This work item requires the Contractor to remove (unship) the existing fore, center, and aft falls and center wire ropes (3.6.1) to measure the diameters.
Paragraph 3.7.1.4 of TS 583-2 states that when wire ropes are replaced (does not have to be renewed), the unit shall conduct a Rated Load Test.
Paragraph 3.8 has been modified to require a No-load Operational Test followed by a Rated Load Test.
NOTE: Paragraph 3.2.1 has been modified to change the required weight test from a Rated Load Test to a Boat Lifting Appliance Test in accordance with TS 583-3. This is a relatively new requirement for annual testing of boat lifting equipment on USCG Cutters. In general, it is a test performed using the (empty) Cutter Boat, and operated through all positions (hip, rail, etc).
Q10: (D-013, Para.: 3.2.3)
A: Scope of work requires 2 Weight Test, there is no significant work between the first weight test 3.2.3 and 3.9 Contractor recommends 3.2.3 Weight Test to be de-scoped?
B: Paragraph 3.6.1.2 Torque All Cap Screws, please confirm this only includes: Trunion Caps, Rotek Bearing To Crane, Rotek Bearing Pedestal, Pedestal To Foundation?
A10:
A. Acknowledged. No changes made to the Weight Tests.
Explanation: TS 589 requires a No-Load Test and a Rated Test to be performed annually. The USCG would prefer the Rated Test be performed at the beginning of the work item so that any issues are identified early on in the period of performance.
TS 573 requires that a weight test be conducted after lubricating wire ropes (even if they are not completely unshipped) with a weight of opportunity. A No-Load test would not constitute a "weight of opportunity" so the USCG is requiring a Rated Load Test be performed.
B. Paragraph 3.6.1.1 modified to include locations to verify torque.
Q11: (D-014, Para.: 3.2.3) test 3.2.3 and 3.9 Contractor recommends 3.2.3 Weight Test to be de-scoped?

Q18: (D-028, Para.: Table 1) GFP Identifies All LH Doors, Table 1 Identifies (1) RH (2) LH, please confirm correct RH/LH configuration.
A18: Table 1 in Section 3.2 is accurate. The GFP list has been updated to show the correct RH/LH configuration.
Q19: (D-030, Para.: 1.1)
A: The description identifies the CFW Tank is contaminated with Waste Oil and JP-5, contractor recommends mandatory tank cleaning.
B: What is the expected low suction capacity/residual that can be expected?
C: Haw far away is the adjacent Waste Oil Tank from the 6" X 6" steel renewal?
A19:
A. Modified 3.1.6 to require the the contractor to maintain a plug log. Added paragraph 3.1.7 to require tank cleaning. Added 3.1.8 to require removal and disposal of tank contents.
B. USCG drawings do not specific the low suction/residual capacity for this tank. It does specify the 100% capacity is 993 gal. For pricing purposes, the USCG recommends that Offerors expect 200 gal of residual are in the tank after achieving low suction with installed systems.
C. The 6"x6" steel renewal is on the boundary between the CFW tank and the waste oil tank.
Offerors should expect to have to clean, and certify the waste oil tank as safe for hotwork.
Q20: (D-030, Para.: 3.5-3.5.4)
A: 3.5 Requires three separate 1-liter samples to meet 15 ppm IAW 33 CFR 151.10, contractor assumes these sample are post or near post flushing completion, with the intent showing the flushing was adequate, is this a correct assumption?
B: 3.5.1 No issue, however 3.5.2 directs to test the effluent again using a different standard US EPA 1664A or a 15 ppm bilge alarm that is type approved per MEPC.107(49), with a NOTE implying such a bilge alarm can be "type-approve bilge alarm." This seems to be (1) Redundant testing to 3.5, (2) it may be interpreted as directing the contractor procure a type approved bilge alarm? Please advise as to the intent of 3.5.2?
C: 3.6 Contractor interprets all welds to mean all "Repair Welds" is this correct?
A20:
A. Yes, that is the correct assumption.
B. Paragraphs were re-numbered to reduce confusion. Paragraph 3.5.1 clarifies the requirement stated in 3.5 because US EPA 1664A is a test method for oil measurements in water/effluent.
Instead of following US EPA 1664A test methods, the Contractor may use a bilge alarm that meets the requirements of MEPC.107(49), which is an alarm used on shipboard oily water separators to test the effluent before discharging overboard.
C. Yes, that is correct. Paragraph 3.6 has been modified to include this clarification.
Q21: (D-031, Para.: 3.3)
A: 3.3 Contractor interprets "adjacent verticak surfaces" to mean up to six inches above the deck surface, is this correct?
B: Throughout work item 31, references to "Non-Skid, Broadcast Grit" paragraph 3.11 Top coat areas exempt from non-skid application? Q: Is the Forecastle a combination of Roll On Non-skid and Broadcast Non-skid?
If so please provide the approx. sq. footage of each, as Table 1 just identifies a total of 4,790 sq.
ft.
A21:
A. Yes, that is correct.
B. The Forecastle is currently a combination of Roll On Non-Skid and Broadcast Non- Skid.
However, the intent of this work item is to renew all areas of on the forecastle (highlighted in red in Figure 1) with Broadcast Non-Skid.
Q22: (D-035, Para.: Task 4)
A: Task 4 "Groom and Lubricate" The "Groom" portion per SFLC 5000 3.2.6 as follows:
• Remove air from the hydraulic system. Break mechanical joints at high points while cycling actuators, if required, to bleed air from the hydraulic system.
• Make adjustments, as required, to all components (e.g., sensors, controls, readouts, pressure, control valves, flow control valves, limit switches, proximity switches, etc.) to achieve proper operation, as specified in the task description or in the system specifications.
• Verify there are no lube oil or hydraulic fluid leaks.
• Identify all lubrication points in the system. Lubricate these points as specified in the task description or in the system specifications.
Is this the intent of Task 4?
B: Are either the Supply Filter or Return Filter located in the Hydraulic Tank, thus if so Tank would need to be drained, what is the capacity of the Tank?
A22:
A. Yes, this is the intent.
B. The USCG does not believe so. This should be verified during a ship check.
Q23: (D-036, Para.: Task 8)
A: Task 8 "Groom and Lubricate" The "Groom" portion per SFLC 5000 3.2.6 as follows:
• Remove air from the hydraulic system. Break mechanical joints at high points while cycling actuators, if required, to bleed air from the hydraulic system.
• Make adjustments, as required, to all components (e.g., sensors, controls, readouts, pressure, control valves, flow control valves, limit switches, proximity switches, etc.) to achieve proper operation, as specified in the task description or in the system specifications.
• Verify there are no lube oil or hydraulic fluid leaks.
• Identify all lubrication points in the system. Lubricate these points as specified in the task description or in the system specifications.
Is this the intent of Task 8?
B: Are either the Supply Filter or Return Filter located in the Hydraulic Tank, thus if so Tank would need to be drained, what is the capacity of the Tank?
A23:
A. Yes, this is the intent.
B. The USCG does not believe so. This should be verified during a ship check.
Q24: (D-036, Para.: Task 9)
B2.6 Capstans. With the vessel waterborne and while the Coast Guard Inspector warps the vessel forward a minimum of 30 feet, then aft a minimum of 30 feet three complete cycles, the Contractor shall:
• Verify that the capstan will warp the vessel.
• Verify proper operation of all controls and sensors.
• Verify the brake sets and releases properly.
• Verify no permanent deformation, damage to, or overheating of any components.
Warping the vessel is not Practical, Please Advise?
A24: Offerors should plan on performing the operational test in accordance with SFLC STD Spec 5000. If issues arise during the period of performance, the Contractor may submit a CFR with an alternate plan for approval by the COR.
Q25: (D-037, Para.: 3.7.4)
A: Contractor needs to confirm 3.7.4 is intended to "Do Not Replace Defective RTE's" Meaning the newly installed RTE's is this assumption correct.
B: Is the CG aware that the Thrust Pads have to be removed and sent to OEM for RTE renewal?
OEM turnaround is typically Long Lead. Procedure as follows: The Tech Pub offer's 6-6 RTE Replacement, "To replace RTE remove applicable thrust pad (see para 6-2) Machine out the RTE, Install new RTE 1/16 inch below babbitt surface and puddle babbitt in to voids. Re-epoxy lead wires."
A25:
A. Yes, that assumption is correct.
B. The USCG is aware that OEM turn around may be long lead. USCG expects this lead time to be included in offeror's Gantt chart with submission.
Q26: (D-001, Para.: 1.1, 3.1.2.2) Work item 1 states to provide the services of a NACE Level III Inspector tech rep must be used for all preservation, partial-preservation, and touchups of critical-coated surfaces.
The KTR notes that the duplication of a NACE III inspector is required within all preservation items IAW Standard Specification SFLC 6310.
The KTR is questioning the reasoning of the duplication of NACE Level III Inspector requested in work item 1.
Does USCG plan on utilizing a NACE Level III Inspector for other inspection requirements other than the inspections required within the preservation work items?
A26: SFLC STD Spec 6310 does not define the requirements for a Coating Tech Rep.
SFLC STD Spec 0000 states that a QP 1 certification, in accordance with the SSPC QP 1 Certification Programs, is required for all contractors who engage in preservation. It also states that Contractors may choose to provide a Certified Coating Inspector (NACE Level III) in lieu of meeting this QP 1 Certification requirement. In summary, SFLC STD Spec 0000 gives the Contractor the option to either a) be QP 1 certified, or b) provide a NACE Level III coating inspector.
The USCG prefers the use of an independent, NACE Level III coating inspector so Work Item 1 requires that the contractor provide one regardless of their own QP 1 Certification.
The intent of Work Item 1 is to ensure that there is a NACE Level III inspector available for all required coating inspector duties for preservation of all critically coated surfaces in the specification. The USCG will not utilize this inspector for efforts besides those in this specification.
Q27: (D-006, Para.: 1.1, 3.2, 3.2.1 & 3.2.2) Work item 6, paragraphs 3.2 through 3.2.2 directs the KTR to remove and dispose of all fluids, residuals, residues, sludge, foreign materials, and marine growth and to dispose of IAW state and federal regulations.
To level the playing field and for bidding purposes, the KTR is requesting USCG to provide either individual gallon amount per location listed in 1.1 and or provide a total lump sum of material gallons required for disposal for all locations listed within table 1 of 1.1.
(EX: 500-Gal residual; 500-Gal of Sludge; 100-Gal of Marine growth, 900-Gal wash water, etc.)
The KTR notes that without the requested information, the requirements of paragraphs 3.2 through
3.2.2 cannot be quoted until opening of locations. If a gallon amount cannot be provided will a CR be issued for labor and disposal amounts to complete paragraphs 3.2 through 3.3.3?
The KTR notes that production will be impacted if CR is issued after opening and quantifying the gallons amount for disposal.
A27: All of the voids listed should be dry upon opening.
For pricing purposes, the Contractor should expect to clean only 100 sqft of void surface per void listed, and subsequently remove and dispose of that wash water. CFR’s recommending additional cleaning will be reviewed, and CR’s will be issued as required.
Paragraph 3.2.2.1 was added to the specification to clarify this requirement. The paragraph for Content Removal was re-numbered to 3.2.2 to indicate that this step should only be required after cleaning.
Q28: (D-037, Para.: 1.1, 3.1.2) Work item 37, paragraph 3.1.2 directs the KTR to provide the services of a qualified tech rep who is familiar with the thrust bearing.
KTR is requesting the USCG to provide the Point of Contact Information of a qualified tech rep for the thrust bearing equipment onboard USCGC Healy.
A28: The OEM of the Thrust Bearings is American Metal Bearing Co. and they have been hired by prime contractors in the past. Other vendors capable of fulfilling this requirement may also exist.
American Metal Bearing Co.
