Amendment No. 0001

BLOCK 14: DESCRIPTION OF AMENDMENT

The purpose of this amendment is to answer question brought for the by prospective offeror.

Q1: The Contractor is under the impression that this submittal has two functions. One it is a vehicle to determine which contractors are qualified to bid on this 4 year IDIQ/MATOC.

Is this correct?

A1: Yes

Q2: Can the contractor bid just one of the Cutter’s in order to be considered “Acceptable” for this IDIQ/MATOC?

A2: No. The contractor must bid for both cutters for this IDIQ/MATOC to be considered

“Acceptable”. Once your company has chosen to be part of the IDIQ pool, then you can bid for one task order or both task orders. If you are not able to bid for the task order, a no bid email with justification to be sent to the KS/KO.

Q3: If both Cutters were under one Task Order, a significant amount of duplicate cost could be avoided, Simply Task 1 Overhead and support is sufficient to cover Task 2, however if the two are separate, the contractor needs to double up in case only 1 Task is awarded to that contractor.

Is this logic correct?

A3: Each cutter will be awarded with separate task orders and the contractor can bid for both task orders or one task order and can win both or one.

Q4: Specification requires NACE III, the 6310 also allow QP1 as the primary inspection authority, following up with NACE III to be used if not certified QP1. Can QP1 contractor be used in lieu of NACE III?

A4: No. NACE CIP Level 3 – Peer Review with Marine Specialty for better Quality Controls is required as specified.

Q5: How many Pier Nato Plugs are available for contractor use? How many 440 outlets on the pier?

A5: Electrical power (Generally, 480/277V Grounded) will be made available to the Contractor at the pier. The Contractor must be responsible for providing own matching connectors.

Depending on pier location, 1-3 480V plugs are available.

Q6: 3.5 Tank content and waste disposal. The Contractor must dispose of residual tank contents and any cleaning fluids in compliance with all applicable Federal, state, and local laws, ordinances and regulations. In the past the ship’s crew has emptied the tanks through the installed piping prior to opening and/or the KTR was permitted to pump the fresh water into the Grey

Water/Sewage riser for disposal through the pier discharge setup. Is this also the same process for

Base Honolulu HI?

Amendment No. 0001

A6: Base Honolulu Environmental may request a water sample prior to ship’s crew empting the water mist tanks through the installed piping to overboard and/or the KTR was permitted to pump the fresh water into the Grey Water/Sewage riser for disposal through the pier discharge setup.

Q7: Notes on MIDGETT Work Item D-002: From Compass Water Solutions, Compass states they do not carry calibration equipment on tech rep visits/services calls. Item 1.2 The Coast

Guard is providing a New Smart Cell Bilge Monitor. Compass states this installation replaces the requirement under 3.4/3.5 for an On-site Calibration of the Oil Content Monitor. Please confirm if the existing Oil Content Monitor has to be recalibrated as if so, please note an additional part will be required that will need to be included, SBSC9171 in the amount $2791.20 plus markup.

Please confirm Item 3.4 System Relief Valves and Gauge Panel calibration will not be required.

Finally, Compass states that the replacement of the Smart Cell Bilge Monitor will satisfy the Item

3.5 Annual/Yearly Service Recommendations from the Manufacturer. Please confirm no additional Annual/Yearly Service will be required.

A7: Oily Water Separator (OWS) System, Inspect and Groom:

1. Existing Oil Content Monitor does not need to be recalibrated if a new one is going to be installed. Ensure new Oil Content Monitor has a valid calibration date upon installation.

2. No work will be required for the relief valves or gage panel calibration unless they are found to be unsatisfactory during initial operational testing and/or further inspections.

3. Yes, if the Oil Content Monitor is being renewed, there is no need to complete weekly and yearly maintenance on the new or existing component.

Q8: Please provide the volume of fluid that each Reduction Gear Holds.

A8: The capacities of the RG Lube Oil Sumps are as follows:

RG Lube Oil Sump / 5-55-1-F / 1503 gallons

RG Lube Oil Sump / 5-55-2-F / 1503 gallons

Q9: Will the Dockside Availability begin with all tanks that are listed in the specification @ the designated low suction levels or will ship's crew transfer liquids between emptying and cleaning individual tanks?

A9: Prior to commencement of work, the Contractor must witness Coast Guard personnel perform an initial operational test of each tank TLI to demonstrate that each radar head/sensor is functional. Tanks will be pumped to low suction levels during this process with contractor.

Q10: Working on the price schedule, the Kimball has a Times 4 for Item 16? Not sure why, am I missing something?

A10: Should be QTY 1

*The time and date set for receipt of proposal remains unchanged at Aug 04, 2021 2:00 p.m. PDT.
