Amendment No. 0003

BLOCK 14: DESCRIPTION OF AMENDMENT

The purpose of this amendment is to answer question brought for the by prospective offeror.

Q17: IAW with Hawaii current CDC and travel regulations, as of July 8, individuals fully vaccinated in the United States or its Territories may enter Hawaii on domestic flights without pre-travel testing/quarantine starting the 15th day after the completion of their vaccination.

Due to unknown changes or regulations updates at the start of availability, KTR requests confirmation if quarantine (10 days prior to commence work) for Prime, Subcontractors and Tech

Reps/OEM is required to be priced at this time.

A17: We cannot foresee the future so proposals should be in accordance with what the current regulations are. If quarantine is required after award then extra costs will be dealt with via

CFR/CR.

Q18: Reference Item 1: cargo Handling Elevator, Annual Inspection and Test, Perform

Question: At what point in the repair and inspection process does the CG require the Tech Rep on-site? Historically we have had them on-site for the weight test and certification process but that is usually specified in the SOW. Please specify your requirements so that all bidders are held to the same constraint.

A18: Paragraph 3.1.2 shall be revised to:

3.1.2 Tech Rep. The Contractor must provide the services of a qualified Tech Rep, who is familiar with the cargo handling elevator (i.e. Jered Industries, Model 20833) to do the following, on site:

• Advise on manufacturer's proprietary information pertinent to the system.

• Assist with proper testing methods, and ensure compliance with manufacturer's procedures and standards during weight testing and certification of the equipment/system.

3.1.2.1 Ensure the Tech Rep has experience with the system/equipment stated above and demonstrated on their résumé.

3.1.2.2 Submit the name and résumé of the Tech Rep to the COR at the Arrival Conference.

Q19: “Technical Capability, is limited to one Gantt chart and ten standard 81/2” by 11’’ pages submitted in times new roman 12 point font.” Page 29, 2 (a) says: “Offerors shall provide a planning document for the USCGC KIMBALL DS FQ1 FY22 and another planning document for the USCGC MIDGETT DS FQ1 FY22”

Does the government want a separate Gantt chart for Kimball and Midgett (for a total of 2)?

Does the government expect “ten standards . . . pages” for Kimball and 10 more for Midgett?

Amendment No. 0003

A19: Yes, 1 of each with total of 2. Up to ten (maximum) standard pages per KIMBALL and per

MIDGETT (maximum 20 pages total).

Q20: Is past performance limited to three standard pages (per (8) C c) on page 28? Or is the limit

3 pages per past performance citation (i.e., 12 total pages for 4 past performance citations)?

A20: Limit is 3 pages per past performance citation (i.e., 12 total pages for 4 past performance citations).

Q21: Pages 28/29 list factors as: Factor 1 – Price Proposal, Factor 2 – Technical Capability, and

Factor 3 – Past Performance. Pages 30/31 list factors as: Factor 1 – Technical Capability, Factor 2 – Past Performance and Factor 3 – Price Proposal. What ordering of factors is correct?

A21: The paragraph on page 30 that states, “In the evaluation, Technical Capability is more important than Past Performance Information. When combined, Technical Capability and Past

Performance Information are significantly more important than Price.”

Q22: WI-006 The 3 Areas listed for Full Preservation, do not fit in the Performance Period Nov

2 – Dec 3 Basic Components Are: Remove Interferences / Containment / Steel Prep / 1st Coat and Cure / Stripe Coat and Cure / 2nd Coat and Cure / Broadcast and or Non-Skid with Cure /

Markings / Pick Up Work / Remove Containment / Re-Install Interferences. Add in inspections and Thanksgiving Holiday, it just does not add up.

Request 30 days to be added to MIDGETT POP

A22: MIDGETT performance period is currently as stated and the contractor shall prepare their technical and price proposal for the IDIQ accordingly. They shall indicate in their technical proposal the short performance period and how they would accomplish the work (e.g. extended work hours). Their acknowledgement of the risk, explanation of the production schedule problems, and plan to resolve may strengthen their proposal.

*The time and date set for receipt of the extended proposal is still due on Friday, Aug 06, 2021 by 2:00 p.m. PDT.
