1. Page 43 under Past Performance, first factor is “the Contracting Officer’s knowledge of and/or previous experience with the offeror”. Can you clarify that this refers to the Contracting Officer on the past performance references, and not the Contracting Officer for this solicitation/contract?
Coast Guard Response: Yes refers to Contracting Officer on Past Performance reference and also any Contracting Officer within the Agency that has dealt with the potential offeror.

2. Is there an incumbent? If so, who is the incumbent? How long has the contract been in place? How many cutters and barges received lead and asbestos remediation services?
Coast Guard Response: Yes there are 4 IDIQ holders; HSCG85-16-D-P30B72 - Universal Environmental Solutions; HSCG85-16-D-P30B80; Active holding Group HSCG85-16-D-P30B81- One Stop Environmental; HSCG85-16-D-P30C23 - Mid-West Abatement Corp. IDIQ Contracts have been in place since 2016. There has been 154 Cutters & Barges that have received Lead & Asbestos remediation services.
3. Can more than 3 past performances and PPQs be submitted?
Coast Guard Response: Per the Solicitation only 3 will be considered and reviewed.
4. Per pages 38 – 40, will the required certifications be counted toward the 20-page limit Volume I Technical Proposal? If so, please consider increasing the page limit or omitting certifications from the page limit.
Coast Guard Response: Solicitation has been updated stating “Not including certificates” and is posted with Amendment 0003.
5. Are there USCG cutters and barges that are outside this solicitation’s 84 that have asbestos or lead containing materials?
Coast Guard Response: Do not have information on what type of hazardous material is present on other CG Cutter classes outside of the ones listed on the solicitation.
6. Does the USCG have a schedule or estimation of how many cutters and barges require lead and asbestos remediation for each contract year?
Coast Guard Response: No. The Majority of the testing and abatement is maintenance driven, meaning if there are repairs to be done, and we suspect hazardous material to be present, testing of the work area ordered and if positive abatement would follow.
7. Since the cutters and barges are geographically dispersed, will the contractor’s project personnel require out of state certificates where the cutter(s) / barge(s) are to be serviced, or will having the personnel certificate for the state of residence meet the requirement?
Coast Guard Response: This was answered in Amendment 0002
8. Section Attachment 2, Appendix B states, The Contractor shall submit a Condition-Found Report (CFR) with the following completed reports, as applicable. Do these aforementioned reports need to be completed as part of the Volume I Technical Proposal submission, or is this only applicable after the award Coast Guard Response: Condition Found Reports (CFR) is not part of Volume 1 Technical Proposal submission. The CFR is at the Task Order level after award of IDIQ.
9. What type of equipment, materials and workspace (staging purposes) will the USCG provide?
Coast Guard Response: Most Cutter Homeports should have adequate parking and space to stage equipment. Contractor should to call the vessel POC on the Task Order for more details. Also, refer to SFLC Standard Spec 0000, para 3.2.7 bullets 2- At Government facilities. When Contractor-work is performed at Government owned shore based facilities, the Contractor shall furnish all necessary labor, equipment, materials, staging, fittings, and tools for proper completion of each item of work, unless otherwise specified as Government-furnished in particular work items. The Government may, at its discretion, provide some or all of the below-listed services in support of accomplishing the required Contractor-work. Arrangement for Government provision of these services shall be negotiated and finalized prior to starting work.
o Electrical power o Compressed air o Steam o Fresh water o Garbage and refuse disposal
10. Will the USCG anticipate requiring the contractor to mobilize for multiple locations simultaneously?
Coast Guard Response: Yes there is a strong possibility of several Task Order being performed simultaneously.
11. What is the safety protocol for USCG on-site occupants?
Coast Guard Response: Cutter safety plans differ from vessel to vessel. Best to discuss this with the vessel POC during Task Order solicitation or during the initial meeting prior to the commencement of work. Also, refer to SFLC Standard Spec 0000, Appendix A, Para A2.2.12.5.3- Additional protective measures. Take the following additional safety precautions:
• Separate work area from other non-affected areas.
• Do not permit non-essential personnel in the work area.
• Work in one compartment/space at a time.
• Prevent dust from migrating to other areas, as follows: o Seal doors, hatches, and all other openings between the work area and other areas with an airtight barrier, such as fire-rated polyethylene; seal both sides (inside the construction area, and inside the adjacent area) to provide a secondary dust barrier and prevent the doors and windows from being used (post alternative emergency exits, if applicable).
o Maintain work area as a negative air pressure zone relative to adjacent areas and filter exhaust air with a suitable HEPA filter.
o All workers shall go through a proper decontamination process prior to exiting the abatement work area including but not limited to removal of contaminated clothing, footwear, and PPE. These items must be sealed in plastic after removal.
o De-contamination station workers shall use a suitable HEPA filter equipped vacuum to remove dust from exiting abatement workers.
o Workers must shower and wash hair as soon as possible after leaving the work area.
• Remove and dispose of all protective covers, upon completion of work.
12. If our personnel are alerted of severe/hazardous weather conditions and can not perform the work, while on contract/task order for lead and asbestos remediation, what is the USCG contingency plan for payment during this time?
Coast Guard Response: If alerted of severe/hazardous weather conditions while a Task Order is being performed, work will stop and once the severe/hazardous weather conditions has passed work will resume. If there is a large gap of time between stopping and starting work, then upon agreement between USCG and IDIQ holder on the percentage of work that has been completed and any other cost the IDIQ holder can submit an invoice for the work that has been completed.
13. What are the abatement interferences?
Coast Guard Response: A list of interferences will be provided in the Task Order, as stated in Work Item 1 of the specification package. Also, refer to SFLC Standard Spec 0000 for further details on interferences.
14. What are the EPA Booming requirements?
Coast Guard Response: Booming requirements may differ from location to location, refer to SFLC Standard Spec 0000 Appendix A & B.
15. What are the containment requirements for asbestos?
Coast Guard Response: Refer to SFLC Standard Spec 0000 Appendix A & B for information regarding containment requirements.
16. When will we see an example of a Condition-Found-Report as well as a Critical-Inspection Report?
Coast Guard Response: The Condition-Found-Report and Critical Inspection Report are at the Task Order level and are normally the Contractor’s documents. Clause 52.212-4 Addendum has been updated in Solicitation.
17. In reference to the Critical-Inspection-Report is it only applicable to the Critical Coded Surfaces?
Coast Guard Response: The Critical Inspection Report is applicable to the scope of work in a Task Order and will state when the Critical Inspection Report is required.
18. Please clarify, when you state for the Critical Inspection Report within the 1st 25% of the availability contract period. What does the 25% represent?
Coast Guard Response:
19. The RFP states the need for electrical work during and post abatement activities. We do not see a place in the pricing schedule to include pricing for electrical work, will that be added.
Coast Guard Response: Any electrical work needed would be interference related and will be addressed in the Task Order. A separate pricing schedule for electrical is not needed, but should be taken into account when quoting for interferences pricing.
20. You listed FAR 52.219 as an applicable clause on this contract. This is the FAR clause for limitations on subcontracting where the prime has to self-perform at least 50% of the services. I don’t self-perform asbestos abatement. If I am given a task order that is 100% asbestos abatement I’m not going to be able to do 50% of the work on that particular task order. Does the FAR 52.219 pertain to the overall contract or each task order? (I’m guessing overall contract?)
Coast Guard Response: Per the following from FAR Clause 52.219-14 “(c) Limitations on subcontracting. By submission of an offer and execution of a contract, the Contractor agrees that in performance of the contract in the case of a contract for—
(1) Services (except construction). At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern.” So it is the overall contract.
21. Attachment 8 Schedule of Supplies and Services Line Item No.’s 005A through 005I. The 0-005 header for 005A through 005I States “Lead-Based Paint and Asbestos-Containing Material, Abate or Encapsulate. Do the line items 005A through 005I refer to Asbestos and Lead? Or mainly Asbestos because you identified “tile” surfaces in 005A-005D and tile is usually asbestos containing tile. Then you have 005F “Miscellaneous Surfaces” which could be lead or asbestos because Lead and Asbestos are listed in the 0-005 header.
Coast Guard Response: CLIN-O005 “Lead-Based Paint and Asbestos-Containing Material, Abate or Encapsulate” refers to both LBP/ACM. The presence of both hazardous materials may be located the same work area and so this CLIN would be utilized. The type of and amount (SQ FT) of hazardous material to be abated or encapsulated would be provided in the Task Order.
For example CLIN-O005, Sub CLIN-O005A “ Bulkhead/Overhead/Deck Tile Surfaces - "Abate" (50 Sq. Ft, Continuous)” We may request, in the Task Order, for the Contractor to abate 25 Sq. Ft of overhead asbestos containing insulation and underneath the insulation, abate 25 Sq. Ft of Lead based paint. (25+25= 50 Sq. Ft.). Another example for the same Sub CLIN, abate 25 Sq. Ft of asbestos tile and in the same work space but different location, abate 25 Sq. Ft of Lead Base Paint on the bulkhead.
22. Can you please clarify that USCG want a 3rd volume or a pricing and Government submittal volume for the Pricing and the required SF forms and amendments etc?
Coast Guard Response: The USCG doesn’t want a 3rd volume, the documents listed under “ADDITIONAL SUBMISION REQUIREMENTS” are submitted as stand-alone.
