3. Travel & Perdiem- Noticed there are no line items for Travel & Perdiem. Is contractor to assume that Travel & Perdiem will be handled on each Task Order and not on the IDIQ Contract?
Coast Guard Response: Correct, the task order will be awarded with quoted vendors price for travel and per diem.
4. Please advise which volume the “Additional Submission Requirements” should be provided.
Coast Guard Response: Own separate submittal, neither volume.
5. Will USCG allow the submission of previously completed PPQs or CPARS evaluations in lieu of submitting a new PPQ request. Due to COVID-19, it has become increasingly difficult to obtain newly completed PPQs from clients.
Coast Guard Response: The PPQs are only required if an Offeror has no past performance in the CPAR system meeting the recent and relevant requirements.
6. Amend 0001 Q#2 states PPQs are due on 23 November 2020 at 1:00 pm EST, however Attachment 6 PPQ issued with Amendment 0001 states PPQs are due on 23 November 2020 at 2:00 pm EST. Please confirm the time in which PPQs are due to USCG.
Coast Guard Response: Attachment 6 corrected to 23 November 2020 at 1:00 pm EST and posted with Amendment 0002.
7. Can you please clarify the state licensing requirements that the team (both company and personnel) will need in order to execute abatement work in the varying states? Will the abatement team need to have a state license for abatement in each location where a cutter or ship is docked? Or will EPA certifications for firms and workers be sufficient.
Coast Guard Response: Coast Guard Response: Under General Requirements para 3.5.1 and 3.5.2 talks about the KTN complying with applicable Federal, State, and Local laws, codes, ordinances, and regulations in their entirety. It will be up to the Offeror to either provide a state license for the abatement Task Orders or work with a subcontractor in that state that has a state license.
8. Section E.4 States that complete proposals shall be submitted via email to Patrick Brown, however Section “GENERAL PROPOSAL VOLUME REQUIREMENTS (APPLICABLE TO VOLUMES I – II), paragraph (b)” states that Volume I shall be submitted in Original plus 3 copies and Volume II shall be submitted in original. Please advise if this is an electronic or hard copy submittal.
Coast Guard Response: Section E.4 has been updated to include hard copy submittal and address is included. Contractor has the choice to submit electronic (if not too large for Government e-mail) or by mail.
9. Additional Submission Requirements, paragraph (b) states B.2 Schedule of Supplies/Services is contained in Attachment 1, however the B.2 Schedule of Supplies/Services provided on Beta SAM is titled Attachment 8. Please confirm Attachment 8 is the correct Attachment number.
Coast Guard Response: Paragraph (b) of Additional Submission Requirements has been updated to Attachment 8.
10. The RFP states the need for electrical work during and post abatement activities. Normally abatement contractors do not have electrical contractors in course of work. Is this to remain as part of the abatement scope?
Coast Guard Response: Yes, the need for electrical work during the pre and post abatement activities is to remain in the abatement scope. Whether it is used in a project is determined by the Task Order. There may be electrical interferences that the KTN may need to address during a project such as a light fixture removal, and these would be addressed in the Task Order.
11. Can you please clarify with the contractor’s unique identifier number is? Is that the Primes TIN?
Coast Guard Response: This is Contractor’s DUNS number; solicitation has been updated.
