Solicitation 70Z08521RP4502900 Dockside Repairs of USCGC WAESCHE (WMSL 751) Request for Clarifications Amendment #2
QUESTION #1: - This is in reference to Work Item O-20 A/B Tank (P/W 3-68-4-W) - Paragraph 3.1.2.2 appears to be incomplete, is there additional information and requirements?
3.1.2.2 Qualifications/certifications. Submit the Tech Rep’s qualifications/certifications to the COR at the arrival conference in accordance with SFLC Std Spec 0000, 3.2.4.2.2.3 and 3.2.4.2.4, including name, certificate number and documented completion of NACE Marine Coating Technology Course and Exam.

RESPONSE #1:
Delete the incomplete last sentence: “Contractor shall also include the”
QUESTION #2a: Due to the stack fire suffered onboard the USCGC WAESCHE on the 9th of September while deployed. Will this incident postpone and or change the location of the FY21 FQ1 Dockside Repairs?
RESPONSE #2a:
At present, the stack fire damage is being assessed and the repair plan is being developed. Impacts to WAESCHE’s FQ1 FY21 dockside are unknown.
QUESTION #2b: Should the KTR continue to BID this availability assuming that the location of the FY21 FQ1 Dockside Repairs will still be held Coast Guard Base Alameda, California?
QUESTION #2b: Place of performance for these Dockside repairs will still be at the cutter's home port on Coast Guard Island, Alameda CA. The place of performance will remain unchanged.
QUESTION #3: -This is in reference to Paragraph 3.8.2 of the specification which states to take flow rate readings at the same locations with the ventilation system running. Compare the flow rate readings with the pre-cleaning readings.
The paragraph also states to continue cleaning until flow rate readings meet or exceed the design flow rates per Coast Guard Drawings 750-WMSL-512-001 and 750-WMSL-512-059.
KTR notes that cleaning will only provide limited increase of flow rates if all equipment is running properly. If there is faulty equipment within the system, continuous cleaning will not help the system meet or exceed the design flow rates per Coast Guard Drawings 750-WMSL-512-001 and 750-WMSL- 512-059 and the system may require repairs to complete that portion of paragraph 3.8.2.
KTR recommends these requirements be removed from paragraph 3.8.2 of the specification and or an additional paragraph be added to troubleshoot and report on all equipment within that specific system prior and or during the pre-operational test to ensure all equipment is fully operational to allow KTR to meet all the requirements of paragraph 3.8.2.
RESPONSE #3:
Revision of paragraph 3.8.2:
3.8.2 Take flow rate readings at the same locations with the ventilation system running. Compare the flow rate readings with the pre-cleaning readings. The flowmeter shall be in good working condition and have
Solicitation 70Z08521RP4502900 Dockside Repairs of USCGC WAESCHE (WMSL 751) Request for Clarifications Amendment #2 a current calibration certificate. Continue cleaning until flow rate readings meet or exceed the flow rate readings recorded during the initial operational test (pre-cleaning). Submit a CFR.
QUESTION #4: This is in reference to the Associate Contractor Clause in Section 22 of Attachment 3 - Continuation of Synopsis/Solicitation.
1. First paragraph indicates that this clause is applicable “during the drydock availability”. Please clarify if the ACA is applicable for this dockside avail.
2. Reference Associate Contractor Clause (3)(a); “the Associate Contractor, known at this time, is defined as; (a) [Prime Contractor under 70Z08521CP4502900.]”. So that we can determine interface costs, please identify the associate contractor.
RESPONSE #4:
1. The ACA is applicable for this dockside availability.
2. There will be a Main Propulsion Diesel Engine contract during this period of performance. The associate contractor is unknown; this contract is pending solicitation and award.
