USCGC KENNEBEC DD FY21 RFQ NO: 70Z085-20-Q- P4500300
AMENDMENT NO. 04
The purpose of this Amendment No. 4 is as follows:
A) To answer RFQ clarification questions 16 thru 27.
16) REF: D065, Lead Dust, Clean
Q: Work Item 65, paragraph 2.0, Coast Guard Drawings includes an incomplete description of a possible drawing. Please identify the drawing.
A: 3 Drawings Attached.
17) REF: D-015, Propulsion Shaft Seals (Inflatable), Inflatable Renewal
Q: Work Item 15 is a DEFINITE item and it directs the contractor to “renew the inflatable seal and to inspect, overhaul and adjust the mechanical seal on both shafts.
Work Item 18 is a DEFINITE item and it directs the contractor to “renew the mechanical shaft seals assemblies for the port and starboard propeller shafts”. This would include the inflatable seal assembly.
Overhauling the existing and then replacing the mechanical shaft seal assemblies makes no sense. Will the government consider deleting Work Item 15?
A: No. They are two separate work items with two different parts that have to be replaced so both D-015 and D-018 will remain in the package as Definite Items.
18) REF: D-048, Pg. 196, Para. 3.2-Table1-Line 3.3.9 & 3.3.10.1, Temporary Services, Provide-Tender
Q: The government has identified that it would like “Heavy Lift Equipment” but failed to indicate how many hours of use they require.
The government has indicated that it would like potable water priced but failed to indicate the pressure or daily amount of water, or bulk water.
Please indicate the amount of time for the heavy lift equipment the government would like priced and the amount of water to be included into this item.
A: Roughly estimated at 7 days @ 8hrs a day, for 56 hrs total. Roughly estimated at 350 gls per day, 30-60 PSI.
19) Ref: WI-15, Page 48, Propulsion Shaft Seals (Inflatable), Inflatable Renewal
Q: Qualified Tech Rep has posed the following question: Work Item 18 calls for installing two new whole seal assemblies H78011-01, but the existing seals are being renewed as per work item 15. Will the government remove work item 18 as the vessel is already fitted with
H70811 seals which are being renewed using GFM overhaul parts as per work item 15?
USCGC KENNEBEC DD FY21 RFQ NO: 70Z085-20-Q- P4500300
A: No. See Question 17.
20) Ref: WI-29, Sea Strainers (All Sizes), Renew
Q: Can we please have the Bill of Materials reference provided for Drawing
No. 160B-WLIC_4803_1_1?.
A: Attached.
21) Ref: D-066, Para 3.4.1, Weather Deck Kickpipes, Renewal
Q: Paragraph 3.4.1 references MIL-STD-2003-3. Sept 2009, Electric Plant Installation Standard
Methods for Surface Ships & Submarines (Penetrations). This reference could not be found in any of the downloads. Please provide this reference.
A: Attached. This is a common Mil-Std and can be found with a Web Search.
22) Ref: D-067, Para 3.2.1.2, Pilot House Overhead, Repair
Q: Paragraph 3.2.1.2 does not provide the contractor with a quantity of weld repair to complete to restore pilot house overhead thickness. Please provide a quantity of clad weld repair to bid upon (i.e. 20 weld repair spots, no more than 2 inches in diameter and ¼” thick).
A: Attached is Std Spec 0740 which completely describes what to do and what not to do in the
Spec in accordance with the following paragraphs:
3.2 Work particulars. The Contractor shall accomplish the following tasks to inspect and repair the Pilothouse (02-102-0-C) top in the vicinity of the ship’s whistle foundation using the references listed above and SFLC Std Spec 0000 as guidance;
3.2.1 Plate repair. Visually inspect Pilot house top and whistle foundation plating for corrosion and prepare the cited areas in accordance with SSPC-SP 11, Take a total of 20 UT measurements of plating, in locations designated by the Coast Guard Inspector, in accordance with SFLC Std Spec 0740, Appendix C. Use Coast Guard Drawings 160B-WLIC
1107-02 and 160-WLIC 1112-04 guidance. Chalk out the boundary of the corroded plating where the remaining thicknesses are less than 75% of the original thickness. Submit a CFR with a sketch of the chalked out area, potential plate renewal, and a written report of all nondestructive test findings.
3.2.1.1 Before removing any plating, obtain verification from the Coast Guard Inspector of the chalked out boundary. Provide a sketch of the intended cut and a written report of all nondestructive test findings to the Coast Guard Inspector.
3.2.1.2 Repair welding. In the chalked out boundary where material deterioration due to corrosion is limited to small areas (less than 2 square feet), repairs may be accomplished by welding in lieu of replacement. Scattered pits of depth at least 25 percent, but not greater than 45 percent, of original thickness may be repaired by welding. Repairs to restore thickness of existing structure by cladding or surfacing shall be accomplished by the shielded metal arc welding (SMAW) process.
USCGC KENNEBEC DD FY21 RFQ NO: 70Z085-20-Q- P4500300
3.2.1.3 Plate Renewal. Upon verification from the Coast Guard Inspector, crop and renew the chalked out boundary of approximately 4-square feet of Pilothouse top plating, using
Coast Guard Drawing 160B-WLIC 1107-02 as guidance, and in accordance with SFLC Std Spec
0740.
23) Ref: D-025, Para 3.1.4, 3.5.2, 3.6 Main Diesel Engine (MDE) Exhaust Piping, Commercial Clean
Q: Paragraphs 3.1.4 and 3.6 refer to “exhaust stack access covers or hatches”. Upon inspection of the vessel, the exhaust stacks do not have access covers or hatches. There are previous welded temporary access openings, but no covers or hatches.
Paragraph 3.5.2 directs the contractor to “Thoroughly sweep, mechanically clean and vacuum the interior of each exhaust pipe system, including mufflers”. The mufflers cannot be cleaned in place and must be removed from the vessel.
Will the government insert the paragraph to allow temporary access openings to be cut in the exhaust stacks for the removal of the port and starboard main diesel engine mufflers?
A: Cutting access as requested is not required to clean mufflers. Mufflers are cleaned by removing bolted flanges on exhaust piping then cleaning from top down. While temporary access cuts are authorized under the standard specification, it is not deemed necessary to clean and would be overkill.
24) Ref: D-026, Para 3.1.4, 3.6.2, 3.7, Ships Service Diesel Generator (SSDG) Exhaust Piping, Commercial Clean
Q: Paragraphs 3.1.4 and 3.7 refer to “exhaust stack access covers or hatches”. Upon inspection of the vessel, the exhaust stacks do not have access covers or hatches. There are previous welded temporary access openings, but no covers or hatches.
Paragraph 3.6.2 directs the contractor to “Thoroughly sweep, mechanically clean and vacuum the interior of each exhaust pipe system, including mufflers”. The mufflers cannot be cleaned in place and must be removed from the vessel.
Will the government insert the paragraph to allow temporary access openings to be cut in the exhaust stacks for the removal of the port and starboard ships service diesel generator mufflers?
A: Same as above 24. Cutting access as requested is not required to clean mufflers. Mufflers are cleaned by removing bolted flanges on exhaust piping then cleaning from top down.
While temporary access cuts are authorized under the standard specification, it is not deemed necessary to clean and would be overkill.
25) Ref: O-058 Lead Based Paint and Asbestos Containing Material, Perform Partial Abatement, O-059 Lead Based Paint and Asbestos Containing Material, Perform Spot Abatement, USCGC KENNEBEC DD FY21 RFQ NO: 70Z085-20-Q- P4500300
D-065 Lead Dust, Clean
Q: The government has included several work items in this specification that indicate the presence of lead. Since the concentration of lead determines the level of protection and the method of removal and disposal the concentrations should be known to the contractor prior to bidding.
Has the government performed lead based testing or asbestos testing onboard the vessel where a laboratory report was generated? If so, will the government provide the report to the contractor prior to bid closing?
A: The USCG do NOT provide past LBP results because previous results do not reflect actual locations of prescribed work. KTR is required to conduct pre work quantitative samples either way.
26) Ref: WI-28, Para 3.1.3.1, Protective measures (Cofferdam)
Q: The paragraph calls out two valve protection while removing and installing valves yet this is a drydock availability. Is two valve protection required during a drydock availability?
A: Only if the work item is not completed before ship is undocked.
27) Ref: WI-28, Para 1.1.2, Valves designated for renewal
Q: The material in this paragraph is long lead time material. Do you want us to price it or has it already been done?
A: The Contractor will need to price it.
