A: To confirm, FAR 52.222-41 is not checked and is not applicable to this project. The
Subcontractor flow-down for this clause only, is also not applicable.

4) Ref: D-032, Rudder(s), Preserve 100%
Q: Work Item 3, Underwater Body, Preserve 100%, paragraph 4.1.1, U/W Body definition includes the rudders as part of the underwater hull. Can Work Item 32 be cancelled?
A: No. WI 32 Rudder(s), Preserve ("100%") is in the SPEC Package due to WI 31 Remove Inspect and Reinstall Rudders. If by chance the rudders fail the inspection and must be replaced they would have to be preserved as specified for Underwater Water (U/W) Body and Boot-Top
(U/W Body and Boot-Top, Steel Hulls (Up to 7 Years), in Salt Water, in SFLC Std Spec 6310, Appendix A (Cutter and Boat Exterior Painting Systems). In Work Item #3 U/W Body, Preserve (100%) the note 4.1.1 is just defining what all items that are considered to be U/W
Body

Q: Paragraph 3.4.1.1 directs the contractor to “renew all fasteners, gaskets, o-rings, and seals.

Q: Paragraph 3.3.2.2 directs the contractor to “perform a visual inspection of spud well surfaces, including liner retainers and associated hardware”. Paragraph 3.4 directs the contractor to replace the spud well liners upon issue of an approved Change Request. Both of these paragraphs are duplicated in Work Item 38 Spud Wells, Inspect. Will the government consider deleting Work Item 38, Spud Wells, Inspect?
USCGC KENNEBEC DD FY21 RFQ NO: 70Z085-20-Q- P4500300
A: Keep both WI's but remove 3.3 from WI38, See attached updated Spec.
8) Ref: D-042, Tanks (Sewage Vacuum Collection), Preserve “Partial”
Q: Paragraph 3.3.2.2 directs the contractor to “perform a visual inspection of spud well surfaces, including liner retainers and associated hardware”. Paragraph 3.4 directs the contractor to replace the spud well liners upon issue of an approved Change Request. Both of these paragraphs are duplicated in Work Item 38 Spud Wells, Inspect. Will the government consider deleting Work Item 38, Spud Wells, Inspect?
A: WI42 changed to an Option Item for Partial preserve. See attached updated Spec. and Price
Sheet.
9) Ref: D-043, Para 3.1.6, Accessible Void(s), Preserve, Partial
Q: The work item directs the contractor to remove and dispose of all tank contents. How much fluid does the government expect to be in these voids?
A: There will be very little, if any, fluid in Voids upon arrival.
10) Ref: D-043, Para 3.2, Accessible Void(s), Preserve, Partial
Q: The work item directs the contractor to “power tool clean all affected surfaces to “bare metal”, in lieu of using abrasive blasting; and feather edges of existing intact coating to the prepared areas in order to provide a smooth transition to the new paint”. The contractor has no way of determining the amount of each void that will have to be power tool cleaned to bare metal without prior inspection. Industry other government entities use 20% total surface area as a standard when bidding on partial preservation in this manner. Will the government agree to using 20% total surface area for power tool cleaning to bare metal for bidding purposes in this work item?
A: WI 43 Accessible Voids Preserve Partial states up to 33%, will not go down to 20% for bidding purposes, and then possibly issue a CR if more than 20 less than 33.
11) Ref: D-044, Tanks (Sewage Vacuum Collection), Preserve 100%
Q: Work Item 44 Tanks (Sewage Vacuum Collection), Preserve 100% is duplicated by Work Item
41 Tanks (Sewage Holding), Preserve 100%. Will the government delete Work Item 44?

Q: Every Sewage “Tank” preservation item in this specification package refers to “Sewage
Collection Tank, Location 2-94-0-E, Capacity @95% = 450 Gallons.
Work Item 57 Tanks (Sewage Hold), Preserve “Partial” is duplicated by Work Item 42 Tanks
(Sewage Vacuum Collection), Preserve “Partial”. Will the government delete Work Item 57?
USCGC KENNEBEC DD FY21 RFQ NO: 70Z085-20-Q- P4500300
A: Yes, removed WI 57 sewage hold preserve partial. See attached updated Spec. and Price
Sheet.
13) Ref: O-059, Para 1.1, Lead-Based Paint & Abestos Containing Material, Perform Spot Abatement
Q: Work Item O-059 Lead-Based Paint and Asbestos-Containing Material, Perform Spot
Abatement directs the contractor to “perform Lead-Based Paint (LBP) and Asbestos-Containing
Material (ACM) abatement up to 300 sq ft when LBP or ACM is discovered during the performance of WIs within this Spec package”.
Work Item O-055 Lead-Based Paint, Perform Spot Abatement directs the contractor to “perform spot abatement of up to 300 sq ft of lead-based paint (LBP) when discovered through inspections in way of repairs performed under other work item in this specification package”.
Since the same type of abatement is being completed in both work items, can Work Item O-059 be deleted?
A: Keep both option items. WI55 is for LBP only spot removal and WI59 is for LBP and ACM
14) Ref: D-060, Para 3.3, Compressed Air Piping, Renew
Q: Work Item D-060, paragraph 3.3 directs the contractor to, “Renew the cited damage piping to suit Coast Guard Drawing 160B WLIC 4900-2 and in accordance with the General Notes in Coast
Guard drawing 160B WLIC 4900-1.”
The government provided a picture of damaged piping but never described the material to be replaced in the work item (i.e. replace parts 66, 103, 222, 14 and 6). Additionally, the drawing referenced does not have a Bill of Materials. The bill of Materials is listed in the drawing reference as BM-61.
Please provide a detailed description of the items to replace and provide the referenced Bill of
Materials, BM-61.
A: Both Drawing and BM is attached.
15) Ref: D-061, Para 3.3.3, Hull Forepeak, Repair
Q: Work Item D-061, paragraph 3.3.3 directs the contractor to, “weld repair (clad) and/or renew the chalked out sections of plating, a total of approximately 55 square feet and 10 linear feet of support structure”.
The government needs to provide quantities for bidding purposes. The full extent of the repair will not be known until after the UT inspection and the government decides what type and how much repair is required. No one will clad weld 55 square feet. That much clad welding requires the plate to be replaced.
USCGC KENNEBEC DD FY21 RFQ NO: 70Z085-20-Q- P4500300
How much weld repair (clad welding) and how much plate replacement should the contractor bid on for this item?
A: The amount of Clad Welding Is for 3 area's in the same compartment equaling up to 55 SQ
FT. The amount of plate replacement and the amount of clad welding will not be determined until after U/W Body inspection.
