This document contains a request for clarification regarding a solicitation for dockside repair services on the USCGC William Tate. The solicitation seeks a contractor to perform various dockside repairs on the vessel, including replacing fifteen stanchions located on the foc'sle, port bridge wing and fantail. Offerors are instructed to submit any clarification questions by 27 May 2020 to the Coast Guard contact via email. One question should be submitted per request for clarification form. This particular request seeks clarification on work item 032 regarding gas-freeing, asking that language be added to account for potential interferences that may be encountered when removing stanchions. QUESTION: Table 1 does not delineate the stanchions to be repaired? At the site visit, only three stanchions were identified. The other twelve are to be designated. The interferences and attachments are not known therefore and since the stanchions are welded directly to the deck, interferences below may vary greatly. Adding “Removal of wire runs or ventilation ducting as required to access the overhead in the space below the stanchions will be per CR” would reduce the base cost of the Work Item since the Contractor does not have to assume the worst case scenario.
RESPONSE: All stanchions to be renewed are listed in table 1. “Stanchion renewal section” 15 total. All nine stanchions on the Foc’sle are to be replaced. / All three stanchions on the port bridge wing are to be replaced and all three stanchions on frame 90-95 are to be replaced. All interferences located at “Frame/Location” in the table should be considered.
