In Work Item 17: Appendages (U/W) – Internal, Preserve

In paragraph 3.2, Table 1, it states that the Flow Accelerating Fin plugs are located at frame 93.5 to 106 on Centerline. Are the plugs located on the Port and Starboard sides or are they on

Centerline?

A: Fill and drain plugs for the Flow Accelerating Fins are installed per Coast Guard Drawing 225B

WLB 114-002, Rev -, Flow Accelerating Fin, exact locations should be verified prior to work.

2) D-22, Para 3.4, Tanks (Potable Water), Clean and Inspect

Potable Water tank when the vessel arrives at the contractor’s facility?

A: Cutter estimates Potable Water Tanks may contain approximately 3,300 gallons each for contractor to remove and dispose.

3) D-23, Para 3.2, Tanks (Ballast), Clean and Inspect

Ballast tank when the vessel arrives at the contractor’s facility?

A: Liquid loading will be determined upon arrival and coordinated by HICKORY Engineer Officer, Port Engineer, and Dock Master.

USCGC HICKORY RFQ NO 70Z085-20-Q-P4501300

5) D-25, Propulsion Shafting; Remove, Inspect, and Reinstall, Q: In Paragraph 3.7, it says to remove shafting with the hub attached.

In paragraph 3.1.3.2, it talks about the hub being removed from the propeller shaft and being wrapped up for protection.

In Paragraph 3.14.4, it talks about removing the shaft and couplings from the cutter and transport to a suitable repair facility (but doesn’t mention the hub).

In Paragraphs 3.15 through 3.17, it talks about cleaning and inspections to be done, but doesn’t mention that some of the inspections should be done in a lathe and it doesn’t mention anything about the hub.

In Paragraph 3.22.7, it talks about after the shaft reinstallation, to reinstall the hub assembly.

Is the contractor to assume that in this Work Item 25, the contractor is required to remove the hub from the shaft for shaft inspections in a lathe and to reinstall the hub after shaft inspections and reinstallation of the shaft in the vessel?

The Coast Guard normally has a separate item (Controllable Pitch Propeller Hub, Remove and

Reinstall) for hub removal and reinstallation with the proper parts stated and needed to accomplish the work (O-rings and stat-o-seals and bolts). Will the Coast Guard issue an item for removal and reinstallation of the hub?

A: Please see Specifications, Rev 1, dated 26Jul19 – Attachment 2 to Amendment 03 separately.

Q-6a: In Paragraph 1.1, Table 1 please identify the type of each heat exchanger, listed (i.e.) shell and tube, plate type, or fin and tube.

A-6a: Please see Attachment 03 to this Amendment 3 – Cooler spreadsheet

Q-6b: Would the Coast Guard let some of the heat exchangers be cleaned and hydro in place that are extensive to remove from the systems and out of the vessel?

A-6b: Yes, Heat Exchangers may be worked on in place, verify with PE and EO.

USCGC HICKORY RFQ NO 70Z085-20-Q-P4501300

Seal Kits and (2) two Seal Spacers as per the specifications. Will the Coast Guard supply the extra parts needed to do both units?

In paragraph 3.4, it states to drain and dispose of approximately 30 gallons out of each unit. The tech manual states each unit holds 52 gallons of oil including the head tank. Will the Coast

Guard change the specification for the proper amount of oil to remove and refill per thruster unit?
