USCGC HICKORY RFQ NO 70Z085-20-Q-P4501300
AMENDMENT NO. 5
The purpose of this Amendment is to address the following RFP clarification questions:
1) D-033, Heat Exchangers
Q: KTR has successfully performed this work on several other 225’s. In Amendment 3, attachment 3, states which coolers can be cleaned in place. KTR would like to remove all coolers, except the AC Chiller heat exchangers. The AC Chiller heat exchangers has piping welded to them which makes them difficult to remove.
A: The offeror may determine the optimal method to clean the coolers in order to meet the cleanliness requirements IAW the Specifications.
2) D-050, Para 3.2.2, Hull Fittings (Mooring and Towing), Inspect and Test
Q: In paragraph 3.2.2, it states to “Use an NDE method not requiring coating removal”. The only
NDE methods in accordance with 0740 that do not require paint removal are RT and UT. RT would be prohibitively expensive, and UT inspections of fillet welds will be limited. KTR believes the best results would be achieved by removal of coatings on all foundation welds and performing an MT inspection on the welds and performing additional UT shots on all other components. Please clarify how much of the other components need to be NDE inspected.
A: Perform nondestructive examination (NDE) of all designated fittings, including all components and associated welds (including but not limited to deck mounting and base/foundation welds) or other mounting hardware, KTR can remove existing coatings on areas to be inspected and perform inspection IAW 0740.
3) D-076, Fuel Oil Purifier (FOP) and Lube Oil Purifier (LOP) Depot Level Four Year Maintenance
Q: During the ship check is was discovered that the cutter does not have a Lube Oil Purifier, but it does have a CPP Oil Purifier. What purifiers are to be worked on?
A: The Fuel Oil Purifier and the Lube Oil Purifier that is utilized to purify the CPP oil.
4) D-083, Sea Water System Piping, Clean and Flush
Q: During the ship check is was discussed with the EO on what exactly the intent was. He emailed the X-EO and APM, and I never heard back on this. Also we have requested the reference drawing for this item from the KS, APM, and EO, and have yet to receive this drawing.
The specs says to clean and flush the sea water system piping, including the heat exchangers, water quality package piping, and the main sea water (MSW) piping.
-Please take pictures of the piping and areas where we can break loose the piping for cleaning.
- What do they consider the (MSW) piping?
-Are we only cleaning the heat exchangers (which are done on another item), water quality piping, and MSW piping?
-What size is the piping to be cleaned, and how many linear feet?
USCGC HICKORY RFQ NO 70Z085-20-Q-P4501300
AMENDMENT NO. 5
A: Due to the operational area of the cutter there is a constant build up of debris in the MSW system. The intent is to clean the MSW piping system and coolers of any debris that may be in the system.
The MSW piping is all piping that provides cooling water from outside the cutter to coolers inside the cutter. The referenced drawing 225B-WLB-256-001 (included in the CD) contains all specifications on piping size, and Connection points.
5) O-087, Flex Hose Assemblies Renew
Q: Amendment 3 states to renew 44 hoses per attachment 4. Attachment 4 only has 42 hoses listed. The revision sheet on the new spec does not state any changes to this WI. Please advise
KTR on what hoses are to be renewed. Also during the ship check, KTR noticed that the fixed fire fighting hoses also expire in 2020. Are these hoses to be added to the list of hoses to be renewed?
A: Attachment 4 to Amend-03 contains all hoses that require replacement. There is a total of 42 hoses…not 44 (typo). If you are referring to the Fixed CO2 Firefighting System hoses that are included in D-042 Fixed CO2 Fire Fighting Bottles….Hoses are included in D-042, but only for hydrostatic test, not replace.
