Question & Answer:
Q1. Contractor asked for available dates, times and location to conduct ship check.
A1. Cutter is available for a ship check in Dutch Harbor, Alaska on Nov 18th-19th.
Q2. The submittal for the RFQ is November 21st, there is not enough time from the ship check dates to the submittal date to allow the contractor time to disperse information obtained during the ship check complete review of the work package requirements, soliciting quotes for materials and major subcontractors. Request additional 14 days to 5 Dec 2018 to assemble this proposal after the ship check.
A2. The due date to submit the proposal will not change. HEALY Cutter will only be available for Dry Dock Repair work from 7 Jan - 7 Jun 2019. Extending the solicitation will delay contract award date, and push the start date beyond 7 Jan 2019. Performance date was determined based on ship's firm scheduled commitments. Specifications were made available to Contractors since 17 Sep 2018, and drawings on 27 Sep 2018 for the purpose of expediting the proposal preparation for the dry dock repairs. Contractors are not required to conduct a Ship Check to submitting a proposal, although encouraged. Ship check only allows the Contractor to verify the information provided in the work items, specifications, and drawings.
