AMENDMENT 00003_RFP#70Z08519RP4500801
Question & Answer:
Q1. WI#42 does not specify which Docking Position is required. Should contractor assume # 1?
WI does not discuss a requirement for anticipated days on dock although the Price Schedule Option Item O-00B requests pricing for an additional 45 Lay Days. Is the initial time in dock to be considered 45 days?
A1. Work Item 42 Table 1 - Blocking specifies docking position #3. Contractor is responsible for scheduling adequate number of days in dock to complete all work within the designate PoP. Lay days are for pre-pricing any extension required in dock.
Q2. Work Item# 38 3.3 states "All maintenance procedures required to accomplish work are in accordance with the Maintenance Procedures Cards (MPC) serial number in CG TP 2006.CG Publication TP 2006 was not provided with the drawings and publications.
Can this Publication be provided to assist with pricing of this item? Is the HEALY General Fire Control Plan available?
A2. CG TP 2006 is simply a compilation of all the cutter’s Maintenance Procedure Cards (MPCs). All MPCs applicable to this work item are already referenced and provided individually.
CG TP 2006C is a redundant reference and will be removed in a future Revision.
A HEALY fire control plan is not provided.
Q3. Is the subject solicitation is small business set a side?
A3. No. This is a full and open solicitation.
Q4. The submittal for the RFQ is November 21st, there is not enough time from the ship check dates to the submittal date to allow the contractor time to disperse information obtained during the ship check complete review of the work package requirements, soliciting quotes for materials and major subcontractors. We are requesting additional 14 days to 12/05/2018 to assemble this proposal after the ship check. Please note that the Thanksgiving Holiday is during this period.
A4. We answered the same question via Amendment 2 to the solicitation. Our answer to the above Question 3 remains the same as our answer to question #2 on the published Amendment 2 which is: the due date to submit the proposal will not change. HEALY Cutter will only be available for Dry Dock Repair work from 7 Jan - 7 Jun 2019. Extending the solicitation will delay contract award date, and push the start date beyond 7 Jan 2019. Performance date was determined based on ship's firm scheduled commitments. Specifications were made available to Contractors since 17 Sep 2018, and drawings on 27 Sep 2018 for the purpose of expediting the proposal preparation for the dry dock repairs. Contractors are not required to conduct a Ship Check to submitting a proposal, although encouraged. Ship check only allows the Contractor to verify the information provided in the work items, specifications, and drawings.
