USCGC ANTHONY PETIT (WLM 558)
RFQ NO 70Z085-19-Q-P4556800
AMENDMENT NO. 3
QUESTIONS AND ANSWERS
QUESTION 1) REF: WI-27, Para: 3.2.4.1
In Work Item 27: Anchor Chain(s) and Ground Tackle, Inspect and Repair.
Paragraph 3.2.4.1, it states to Renew all detachable taper pin and link assemblies and associated link plugs.
Is it the Coast Guards intention to replace all of the entire detachable connecting links with new?
USCG RESPONSE 1: Yes, it is the Coast Guard’s intention to renew all detachable links.
QUESTION 2) REF: WI-40, Para: 1.2
a) Are we correct in our understanding that the existing door frames and wedges will be retained as is without modification?
b) Are we correct in assuming that the contractor is responsible for aligning the door to its coaming (frame) and welding the attached hinge in the proper location on the door frame?
c) Are we correct in assuming that adjustment to the door dogs may be necessary, but that the door panels will be delivered properly fabricated, that the location of the door panel dogs and the door frame dog wedges are positioned correctly relative to one another to one another.
d) Are we correct in assuming that if the door panel manufacturer neglected to properly locate the door dogs, steel modifications to match the door panels to the door frames will be the subject of a separate item.
USCG RESPONSE 2: Above four (2a-2d) are all correct.
QUESTION 3) REF: WI-31, Para: 3.1.3.1, 3.10, 3.11 – 3.1.3.1
In Reviewing Coast Guard Drawing 175 WLM 633-001 Rev D, Cathodic Protection, the locations for some of the zinc anodes are in tanks and spaces (Port and Starboard Sea Chests, Sea Bay, Oily Water Holding Tank, Port and Starboard Ballast Tanks 3-35-6-V and 3-35-1-V, Forepeak Ballast Tank 3-0-0- V, Sewage Holding Tank and the Port and Starboard Gray Water Holding Tanks 3-83-2-W and 3-83-1- W. Which there are work items for these tanks. Three tanks don’t have separate Work Items to open clean and inspect for entry to change out the zinc anodes. These three tanks are Sewage Holding Tank, the Port and Starboard Gray Water Holding Tanks 3-83-2-W and 3-83-1-W.
Question: Would the Coast Guard issue new items in the specifications to open, clean and inspect these three tanks (Sewage Tank and both Gray Water Tanks) or are we to include the costs of opening, cleaning them for safe for entry on the Zinc Anode Item?
USCG RESPONSE 3: KTR should include the cost of opening, and cleaning the Sewage holding tank and port and starboard grey water tanks for safe entry to install Zinc Anodes in their bids.
QUESTION 4) REF: WI-19
a) Isn’t the Port and Starboard (2 total) 8” strainers off the Sea Bay Simplex strainers and not
Duplex strainers?
b) In Paragraph 3.2.4, it states to test the plug valve. On a Simplex strainer there is no plug valve.
Would the contractor only to have to install the cover and blank off the flanges and do a hydrostatic test on the body of the strainer(s)?
USCG RESPONSE 4:
a) The port and starboard 8” strainers coming off of the Sea Bay are Simplex strainers.
b) To satisfy par. 3.2.4, the KTR will be required to blank off all flanges and perform a hydrostatic test on the strainer.
QUESTION 5) REF: WI-57, Para: 1.1.1 The valve list in 1.1.1 shows the valves to be overhauled. We think the list has been duplicated by accident. If you look at the list on Pg. 196, the first valve listed is the same as the third valve up from the bottom of the list. The second valve on the list is the same valve as the second valve up from the bottom of the list, and so on. Please resend the list of valves to be overhauled.
USCG RESPONSE 5: The list of valves to be overhauled was duplicated. There should be 33 valves total, after which the list repeats. The comprehensive list of valves to be overhauled is listed below:

QUESTION 6) REF: WI-43, Para: 3.2
3.2 Surface preservation. The Contractor shall prepare and coat the PW Tank (2-36-1W) interior surfaces including all adjacent structural members, approximately 400 sq.ft, using the system for “Tanks and Voids” (Tanks, Potable Water) in SFLC Std Spec 6310, Appendix B (Cutter and Boat Interior Painting Systems). Apply finish/top coat color as follows: match existing adjacent.
a) The SFLC Std calls for a SP -10 Blast of Appox 400 sq ft. In order to minimize damage to remaining coatings, may contractor prep tank using a SP -11 mechanical prep?
b) Is the 400 sq ft of prep all that is to be preserved or are you wanting new coatings for the entire tank?
c) Does the government want the tank to be sanitized it is not noted in the specification?
USCG RESPONSE 6:
** SEE Response 7 below. Same answer.
QUESTION 7) REF: WI-44, Para: 3.2
3.2 Surface preservation. The Contractor shall prepare and coat the PW Tank (1-94-0-W) interior surfaces including all adjacent structural members, approximately 300 sq.ft, using the system for “Tanks and Voids” (Tanks, Potable Water) in SFLC Std Spec 6310, Appendix B (Cutter and Boat Interior Painting Systems). Apply finish/top coat color as follows: match existing adjacent surfaces.
a) The SFLC Std calls for a SP -10 Blast of Appox 300 sq ft. In order to minimize damage to remaining coatings, may contractor prep tank using a SP -11 mechanical prep?
b) Is the 300 sq ft of prep all that is to be preserved or are you wanting new coatings for the entire tank?
c) Does the government want the tank to be sanitized it is not noted in the specification?
USCG RESPONSE 7: (Same response to Question 6)
a) KTR may prep the tank using a SP-11 mechanical prep.
b) The sq footage specified in the spec is the total amount of square footage that requires preservation in the tanks.
c) The tank does not need to be sanitized, the KTR is only required to clean tanks to the point that they are safe for entry/hotwork.
QUESTION 8) REF: Various Work Items below
WI-15 Vent Ducts (Galley and Pantry Room, All), Commercial Cleaning WI-31 Cathodic Protection/Zinc Anodes, Renew WI-42 Sewage Tank Vent Piping, Renew WI-55 Drop Ceiling Tiles and Framing, Repair
The above work items will effect messing and berthing. Is the USCG going to contract this out at their own expense, or does the KTR need to include this their pricing?
USCG RESPONSE 8: The USCG will utilize a separate messing and berthing contract when galley and hotel services are interrupted due to WIs in the spec. The KTR will need to provide at least 1 week notice before commencing work that will interrupt any galley or hotel services onboard the cutter but the cost of any messing and berthing contracts will be handled by the USCG.
