USCGC ANTHONY PETIT (WLM 558)
RFQ NO 70Z085-19-Q-P4556800
AMENDMENT NO. 2
QUESTIONS AND ANSWERS
Question 1) REF: WI-1, Para: 1.1
Spec states perform side scan of UW hull, and not the freeboard. Is this your intent? There is no freeboard preservation item?
USCG RESPONSE 1: The intent of the side scan is just to scan the UW Hull. The USCG does not intend to include any freeboard preservation in this spec package.
Question 2) REF: WI-57, Para: 1.1.1 & 1.1.2
In order to provide a complete and accurate quote, we will need the following additional information:
Page 196 / 197, 1.1.1, valves designated for overhaul-- Items identified as type “CLA”-- We will need to know the actual Cla-Val model number in order to identify the specific parts necessary to effect an overhaul of these six items.
Items identfied as “relief” and/or “angle relief”-- We will need to know the manufacturer name and/or model number.
Page 197, 1.1.2, valves designated for renewal--
USCG RESPONSE 2:
2-MD-V-8 CLA, 3", 3-81-07KX 2559001K
FM-V-22 CLA, 6", 6-81-07KX 2528201D
FM-V-3-82-3 CLA, 4", 650-01
#1 FP relief loop stbd CLA, 4", 650-01 ASW-V-17 See attached Diagram, Item 7
BLST-V-2 CLA, 2-50-20
Question 3) REF: WI-57, Para: 3.1.3.1, 3.10, 3.11 – 3.1.3.1
a) “Cofferdam” - Since the vessel will be in drydock while the valves are being worked on, and hard blanks will be installed on all piping that valves have been removed, a cofferdam will not be necessary. Concur?
b) 3.10 Leak Test & 3.11 Hydrostatic Test – Since the KTR is performing a leak test (operational testing) of all disturbed piping, isn’t 3.11 Hydrostatic Test a duplication of 3.10? KTR requests
3.11 be removed from the specification.
USCG RESPONSE 3:
a) Cofferdam: USCG concurs that a cofferdam is not necessary for this WI.

AMENDMENT NO. 2
b) Leak and Hydrostatic Test: While the tests are similar, the pressures used are different. The
KTR has the option to perform one test of the system at hydrostatic pressure to fulfill requirements of both 3.10 and 3.11. But documentation is required that both a leak test and hydrostatic test are completed by KTR.
Question 4) REF: WI-55, Para: 1.1, 3.2, 3.3
In paragraphs 1.1 INTENT, 3.2 REMOVALS, and 3.3 NEW OVERHEAD INSTALLATION; they only mention repairs and/or replace missing or damaged ceiling tiles and framing in the Mess Room
(1-61-0-L).
In Table 1; they have two rooms mentioned – Mess Room (1-61-0-L) and Crew Stateroom (1-79-
2-L) for Drop Ceiling Repair.
Is the Contractor to do just the repairs and/or replacements in Mess Room (1-61-0-L) or are we to also include the Crew Stateroom (1-79-2-L)?
For bidding purposes, how many ceiling tiles is the contractor to repair or replace in each of the rooms?
For bidding purposes, how many feet of ceiling Tee Grid is to be repaired or replaced in each of the rooms?
USCG RESPONSE 4:
KTR will repair drop tiles in both the Mess Room (1-61-0-L) and Crew Stateroom (1-79-2-L). For bidding purposes, the KTR should estimate the following:
Mess Room: 30 tiles, 80 feet of Tee Grid
Crew Stateroom: 15 tiles, 40 feet of Tee Grid
Question 5) REF: WI-43, Para: 3.3
Item 43 - Para. 3.3 doesn't list the number of UT shots they want taken. How many UT shots are to be taken on this work item?
USCG RESPONSE 5: We require 50 UT shots for this work item.
Question 6) REF: WI-33, Para: 3.3.9 Does not state how many hours of crane service? How many hours should the KTR estimate?
USCG RESPONSE 6: KTR shall estimate 3 hours of crane service.
