About this file

This document is Amendment 03 for a USCG Base Elizabeth City Grounds Maintenance Services contract (Solicitation 70Z08425QDL950026), providing responses to prospective offeror questions. The amendment clarifies several key points: it is a recompeted requirement, with contract award information available on SAM.gov and USASpending.gov. Offerors who previously submitted Past Performance Questionnaires (PPQs) may request their prior submission be honored. For pesticide applicator licensing, offerors must submit both their state license and a reciprocal North Carolina license if from a state with a reciprocity agreement. Minor changes were made to the Performance Work Statement, including modifications to section 5.4(b) regarding licensing specifics and removal of staffing plan details about employee and equipment quantities. The government is accepting both new and revised offers in response to Amendment 02, and responses are not limited to original offerors.

Amendment 03 Responses to Prospective Offeror Submitted Questions

70Z08425QDL950026

USCG Base Elizabeth City Grounds Maintenance Services

1. Is there any incumbent/recompete or this is a brand-new project?

a. This is a recompeted requirement. Federal Government contract award information is available through SAM.gov and USASpending.gov

2. Offerors who have already submitted PPQ’s in the first round; are we required to resubmit?

a. Offerors who’s PPQ was submitted by a reference for the originally posted solicitation may request in writing that a previously submitted PPQ be honored as past performance for this submission.

3. "Copy of Class 026-Ground Pesticide Applicator License/Certificate issued by the North

Carolina Department of Agriculture & Consumer Services” Being that this project borders

Virginia; and NC / VA pesticide licenses are reciprocal would it be technically acceptable if the offeror submitted a license which is accepted by NCDA; issued by VDACS.

a. If a prospective offeror intends to submit a license from a state that North Carolina has a Commercial Ground Applicator Pesticide License Reciprocity Agreement with, that offeror will need to submit that state’s license and the reciprocal license issued from the State of North Carolina Department of Agriculture & Consumer Services.

More info on how to obtain a reciprocal license can be found on the NCDA’s website.

4. With the exception of deliverables; can you please confirm if anything else within the PWS has changed?

a. An additional change was made to section 5.4(b) to reflect specificity in the requested

License. These changes to the PWS have been highlighted in red ink on attachment titled “Amendment 3 Attachment I Performance Work Statement.”

i. Additionally, text was removed from section 5.11 Staffing Plan which had requested information related to the quantity of employees and equipment to be utilized for an award to this solicitation. This information is no longer requested.

5. Are responses to Amendment 02 of Solicitation 70Z08425QDL950026 limited to offerors who responded to the original posting, or are new responses permitted?

a. No, responses are NOT limited to offerors who responded to the original posting. The

Government is accepting new and revised offers in response to Amendment 02.
