8.0. CONTRACTOR QUALITY CONTROL (QC) REQUIREMENTS
8.1. The Contractor’s Quality Control Plan (QCP), along with Government Monitoring Functions, should provide the highest level of service and performance which are critical to mission success. The contractor shall use this PWS, as well as the USCG accepted and approved QCP to accomplish the requisite functions/tasks generated for this effort as identified in section 5.0. Technical Requirements, of this PWS.
The contractor is required to develop and submit a comprehensive program of inspections and monitoring actions. Once the quality control program (QCP) is accepted, careful application of the process and standards presented in the remainder of this document will ensure a robust quality assurance program.
8.2. The QCP must assure that the requirements of the contract will be met. The FAA Office of Air Traffic Service, Evaluations Division (AAT-100) is charged with evaluating the air traffic operational and administrative functions at all levels within the FAA, and may include the non-federal contract towers at the Cape Cod Coast Guard and Elizabeth City Coast Guard airfields. The Contractor shall develop and submit with their proposal a QCP in accordance with FAA Orders 7210.633, JO 2900.2 and 7210.634, which is subject to these evaluations. This program shall include provisions for internal full-facility evaluations. The QCP delineates the contractor’s QC program/inspection system to monitor and control performance of services so that contract requirements are met. The program/inspection system shall establish and explain in detail how the
70Z08420RAA151200 ATTACHMENT #1
contractor monitors and ensures high quality of service at all times. The COR will approve any changes to the QCP prior to implementation. Should the COR perceive such changes to be other than minor, approval by the KO is necessary.
8.3. QC Program/Inspection Plan: The QC plan shall encompass all functions of the contract. It shall specify areas to be inspected on either a scheduled or unscheduled basis or list the title(s) of the individual(s) conducting the inspection. The FAA Office of Air Traffic System Effectiveness and the COR may evaluate the operational and administrative functions of the NFCT. The Contractor shall provide a written response regarding corrective actions for all problems identified as a result of a limited or a full-facility inspection. ATTACHMENT A: PERFORMANCE REQUIREMENT SUMMARY
1. The Government expects the contractor to perform all of the services required in the Performance Work Statement (PWS) at an acceptable level. Whenever the Government learns of substandard performance, either through incidental inspections, direct observation, customer complaints, or any other mechanism, the preferred course of action will be discussions with the Contractor to make the Contractor aware of the problem, and to effectively prevent any recurrence of substandard performance. However, this Performance Requirement Summary (PRS) provides the mechanism by which the Government’s payment to the Contractor may be reduced in the event of substandard performance.
2. The Government's primary quality assurance procedures are based on validated customer complaints/observations and incidental inspections by the Contracting Officer Representative (COR). One violation will be counted for each reported/observed and verified unacceptable performance of service (as listed in the PWS). Thus, if the COR identifies that the air traffic controller was not following the work requirements of Record Keeping Accuracy and Conduct of Personnel, this would count as two violations, one for each unsatisfactory performance of service. However, if two different sources, (i.e. KO and COR) find that during the same time period the Record Keeping Accuracy and Conduct of Personnel requirements were violated; this would only count as one complaint because both complaints stemmed from the same unsatisfactory performance.
3. When the number of defects in the Contractor's performance discovered by the COR exceeds the allowable number of defects, the COR shall complete a Contract Discrepancy Report (CDR). In response to the CDR the Contractor is required to explain, in writing, why performance was unsatisfactory, how performance will be returned to satisfactory levels, and how recurrence of the problem will be prevented in the future. The Contractor shall not be paid for services not rendered in accordance with the standards set for this contract.
