About this file

This is a Questions and Answers (Q&A) document for a federal roof replacement contract opportunity. The project involves replacing approximately 4,000 square feet of a curved barrel EPDM roof on Building 5 (a gymnasium) that was damaged by a windstorm on April 28, 2026. The scope is limited to the damaged area covered by a temporary tarp and does not include adjacent roof sections.

Key technical requirements include: installation of fully adhered EPDM membrane with a minimum R-20 insulation value, required coverboard, and metal edge trim matching existing thickness specifications. The contractor must remove and reattach existing gutters and downspouts (or replace if damaged), wrap the face and freeze board, and replace any deteriorated fascia board and roof decking encountered during construction. The government does not specify preferences for fastener types, flashing details around roof access ladders, or metal edge type; however, all fasteners must be neat in appearance and prevent water intrusion, with 120 mph wind speed warranty required. The contractor shall provide a one-year warranty on all supplied materials and labor from installation date, with a 20-year manufacturer's warranty. Contractor parking, material staging, dumpster placement, and portable restroom locations are to be determined on-site near Building 5 before project commencement. The contractor is responsible for protecting interior gymnasium spaces during construction and must submit color samples for replacement gable/rake trim for government approval. The existing roof deck type, insulation thickness, EPDM thickness, and asbestos testing results on roof penetrations remain unknown, though existing EPDM and curved roof tested negative for amosite and chrysotile.
