USCG Base Elizabeth City, NC Bldg. 53 Boiler Installation Project Q & A Solicitation Number: 70Z08124Q00000142 Date: 6/28/2024

Questions & Responses #2

1. SOW paragraph 18 states:

“Original Equipment Manufacturer Operational testing and start-up shall be conducted to verify proper operation of equipment and commissioning.”

After contacting Weil-McClain, they do not maintain a network of OEM authorized contractors who can conduct a startup, operational check, and full commission.

Would the government consider allowing OEM startup technicians from other boiler manufacturers to perform the work since Weil-McClain does not offer formal training?

1. Answer: This statement merely requires the Contractor to start up the new boiler to test operational performance by a qualified technician.

2. SOW paragraph 19/20 states:

Installation, operation, maintenance manuals and warranty information for the equipment and system components shall be turned over to the COR upon project completion. The Contractor shall provide a one year warranty on the equipment supplied by the Contractor

(including labor) from the startup date of the equipment for any problems that might occur with the new installation.

Please confirm that the contractor will not be held responsible for any issues with the boiler since the contractor was not responsible for assembling it, placing it, and securing it to the courtesy pad.

2. Answer: The Contractor will NOT be required to provide a 1 year warranty on the USCG supplied boiler. The Contractor will need to provide the 1 year warranty on the remainder of the installation and parts supplied by the Contractor.

3. Please confirm insulation on 4” steam supply to building is asbestos free and provide negative test results.

3Answer: No asbestos insulation in this boiler room. The existing pipe insulation is fiberglass type.

4. Please confirm 4” valve on steam supply line to building, tagged as 059, is an ASME rated valve with required documentation so it can be reused.

4. Answer: We have no knowledge of the valve classification and have no documentation. If the

Contractor feels that the valve must be replaced, this should be included in their bid.

5. Is the contractor to assume that the current controls can be reused?

5. Answer: The Contractor should include new pressure controls in their bid.

6. If so, who will conduct the test on the equipment prior to install in order to verify?

6. Answer: The Boiler is new and provided by the USCG. If a problem with the boiler itself is found, it should be brought to the attention of the Contracting Officers Representative (COR).
