About this file
This document is a Questions and Answers (Q&A) file for the USCGC REEF SHARK DD FY26 federal contract opportunity. The Q&A addresses three key clarification points: 1) Environmental Protection Agency (EPA) certification requirements for servicing technicians, which include specific certifications for hazardous waste managers, heating and air conditioning technicians, and refrigerant service technicians, 2) specification details for renewing the PORT fantail taffrail and stanchion on the vessel's stern, as indicated in Coast Guard Drawing 87 WPB 612-001, and 3) a reference to a revised Attachment 2 - Specification to address unquantified tables and APM notes in Item 35. The document provides detailed guidance on EPA certification documentation, precise vessel component renewal specifications, and directs contractors to a revised specification attachment for further information.

USCGC REEF SHARK DD FY26 - Q&A
1. The solicitation states: “Environmental Protection Compliance:
Submit documentation of Environmental Protection Agency (EPA) certification for each servicing technician IAW SFLC Standard Specification 0000, Appendix A & B (e.g.
resume w/ photocopy of cert card, etc.).”
I have reviewed Appendix A of SFLC Standard Spec 0000; however, I am unclear which specific subsection is applicable to the requirement, and which EPA certifications are being referenced.
Is this something you can help clarify?”
ANSWER: Please note that all of Appendix A SFLC Standard Spec 0000 is applicable to the requirement.
For EPA certifications, it specifies the following certifications be provided:
- A2.1.1: Training certifications for the Contractor's hazardous waste manager and all personnel conducting hazardous waste activities.
- A2.2.6.1: The Contractor’s heating and air conditioning technicians must be certified through an EPA approved program. The Contractor must maintain copies of certifications at the employees' place of business and be carried as a wallet card by the technician, as provided by environmental law.
- A2.2.11: Refrigerants. … All Contractor servicing technicians must have obtained the required level of EPA certification necessary to service the equipment (e.g., small appliances, high pressure systems, low pressure systems, etc.). Submit documentation of EPA certification for each servicing technician to the KO or COR prior to the initiation of work.
2. WI 39 Handrail and/or Stanchion, D-Rings and Pigtails, Renew:
SPEC states: Using Coast Guard Drawing 87 WPB 612-001, the Contractor must crop and renew the following as designated by the Coast Guard Inspector: PORT fantail taffrail and stanchion including any associated baseplates, d-rings and pigtails;
Question: Can you please clarify which area(s) of the vessel handrail are to be renewed? We have reviewed the drawing, and there is no reference to any area called the “fantail taffrail”
ANSWER: For WI 39 Handrail and/or Stanchion, D-Rings and Pigtails, Renew, the Taffrail is referring to the hand rail that is on the perimeter of the stern. I highlighted a snippet from Coast Guard Drawing 87 WPB 612-001, hopefully clearing up the handrail that is referenced. The area to be renewed is the PORT fantail taffrail and stanchion including any associated baseplates, d-rings and pigtails.
3. Item 35 contains APM notes, and Tables 1 through 3 are unquantified. Will USG clarify?
ANSWER: Please see revised Attachment 2 – Specification.
