About this file
This is a Questions and Answers (Q&A) document for the dry dock repairs of USCGC JOSEPH NAPIER, addressing three specific work items. The Q&A provides MTU engine serial numbers (Port MDE S/N- 528102872 and Starboard MDE S/N- 528102909), clarifies that docking position B is equivalent to position 2, and confirms that pre-award calculations should use full load conditions rather than minimum operating condition.
The document also addresses questions about cylinder powder coating, indicating that cylinders are listed under Partial Preservation in Table 1, and that powder coating is optional, not mandatory. The contractor must submit a CIR (Contractor Information Request) prior to any preservation work on the cylinders, with coating system requirements to follow Standard Spec 6310 if approved by the Contracting Officer.

Work Item 25 Q: What are the MTU engine serial numbers?
A: Port MDE S/N- 528102872. Starboard MDE S/N- 528102909 Work Item 22 Q: The referenced paragraph of the specification cites to use docking position B. Drawing 154 WPC 997-302, Docking Plan and 154 WPC 997-002 Alt Docking Plan Mobile Lift Option show “position 1 and position 2”. Is position B the same as position 2?
The paragraph also cites to use the full load condition for the pre-award calculations but 154 WPC 997-002 which we intend to use, cites that “the cutter shall be docked in the min operating condition with empty fuel tanks or lighter”. It seems appropriate to use the condition we intend to dock the cutter in for the pre-award calculations. Please clarify.
A: Yes, docking position B is position 2. Contractor is to use pre award calculations listed in Drydocking Work Item paragraph 3.2.2 which is full load conditions.
Work Item 14 Q: 3.2.5, TABLE 2 STATES TO POWDER COAT CYLINDERS. Please provide info on the cylinders, OD, length etc.
A: Cylinders are listed as a Partial Preservation in Table 1. Contractor will submit a CIR prior to any preservation work being done to these cylinders. If coating preservation is recommended and approved by KO then in Table 2 list required coating system from Standard Spec 6310 and also states that cylinders may be powder coated. Powder coating is not required but is an option.
