About this file
This is a Questions and Answers document for solicitation 70Z08025QMECP0007 regarding dock-side maintenance work on the USCGC Spencer (WMEC-905). The document addresses two specific technical questions about surface preparation and preservation requirements.
The first question concerns tank blasting requirements for sewage holding tanks (WI-22 and WI-23), specifically whether power-tooling could replace specified blasting methods. The Coast Guard's response indicates that both work items must be performed according to the specification, with touch-ups following SLFC STD SPEC 6310, 3.1.13. The second question addresses helicopter deck surface preparation requirements, where the Coast Guard clarifies that while Ultra High Pressure (UHP) water blasting is permitted for initial coating removal, the final surface preparation must specifically be an SSPC-SP 10 grit blast conforming to the provided specification table.

USCGC SPENCER FY25 POST SLEP DS/AA - 70Z08025QMECP0007
Offeror’s Questions and Responses
Question 1: Regarding the tank blasting items on the USCG Spencer WMEC-905, (WI-22 & WI-23). Would power-tooling be an acceptable replacement for the blasting called out in the SOW?
Response 1: WI 22, TANKS SEWAGE HOLDING, PRESERVE, 100 PERCENT, has to be IAW the spec.
WI 23, TANKS SEWAGE HOLDING , PRESERVE, PARTIAL, has to be IAW the spec.
Touch ups need to be IAW SLFC STD SPEC 6310, 3.1.13:
3.4.2.1 The Contractor must prepare all surfaces identified for preservation in accordance with SFLC Std Spec 6310, paragraph 3.1.13, Touch-ups and minor coating repairs.
Question 2: Specification item 19 for the Helo Deck on page 80 requires the contractor to grit blast the flight deck for final surface prep. See note 3.
SFLC 6310 provides that the contractor at their discretion may UHP water blast or abrasive blast a Flight Deck for coatings removal for final surface prep.
Does the USCG require the “FINAL” surface prep to be only abrasive blast. Recommend specification item change.
Response 2: The work item is written to allow UHP for removal ONLY. The final surface preparation should be an SSPC-SP 10 grit blast conforming to the table provided in the work item.
