70Z08021R21303B00 AMENDMENT A00002 - Questions and Answers
1. Can we submit one proposal for all three facilities or do we have to submit three different proposals?
Page 18 of the RFP, FAR 52.215-6, Place of Performance, affords offerors the opportunity to identify if they intend to use one or more facilities to perform the requirement. Differing locations for facilities does not mean an offeror is submitting a different proposal, only unique DUNS numbers would indicate an award would be made to separate offerors.
2. USCG drawings – are the referenced drawing available through freedom of information or directly from USCG?
Drawings will be available if awarded a contract from this solicitation.
3. Past Performance – does the past performance have to be boat propeller specific?
Page 30 of the RFP, FAR 52.212-1 INSTRUCTIONS TO OFFERORS, has been updated to address relevancy information (see bolded portion of page 30). This information was inadvertently left off of the original RFP even though it was included in other documents for this requirement. In order to prevent any confusion, an updated version of the RFP has been reattached to the solicitation and the previous version removed. Offerors SHALL use the newly attached version when submitting proposals, Attachment 25 – 70Z08021R21303B00
UPDATED.
Page 32 states that previous experience can be derived from the same or similar work (if similar, offeror must describe how the work is similar to this requirement).
4. On-site audit – prior to contract award would the maintenance plan be audited by USCG?
Proposal must adequately support Offerors capability to meet all technical requirements. No on-site audits will take place prior to award.
5. From contract award when would the first items be delivered?
See page 6 of the RFP
6. Estimated cost per unit noted in overhaul documents – is this estimated overhaul value?
This is the estimated cost of a new propeller that the USCG uses. RFP is for overhauls.
7. Total minimum guarantee amount – what does this relate to?
Total minimum guarantee is required per FAR Part 16.5
04. All contractors awarded a contract as a result of this solicitation are guaranteed the minimum specified regardless if they are awarded any delivery orders.
