About this file

This document contains responses to questions from contractors regarding solicitation number 70Z080-21-Q-P4502400 for dockside repair and maintenance of the USCGC Petrel. The solicitation involves cleaning and inspecting grey water piping and holding tanks, as well as overhauling MTU engines. Contractors may use risers on the pier to discharge initial water flushes from holding tanks. Temporary sanitary and sewage facilities are not required as the naval base and cutter crew have their own resources. Past performance questionnaires are only necessary if the contractor has no CPARS record, and subcontractor performance can only be included if under a joint venture agreement. COVID-19 guidelines will follow CDC, state and local regulations.

Are temporary sanitary and sewage facilities required to be contractor-provided or does Naval Submarine Base - Point Loma have adequate facilities that the crew can access?

Response: Attachment 2 – Specification has been revised to REV2-dated

6 August 2020; Changing Work Items 3 & 4, eliminating the requirement need for temporary sanitary/sewage facilities (see Revisions

Items 3 & 4.

Reference Question 6

Grey Water Piping, Clean & Flush – paragraph 3.5.2 states, “Determine the feasibility/need for the piping system to be split to minimize system down time.” And 3.5.3 states, “With the aid of ship’s force, split the plumbing drain system fore and aft by closing isolation valves in the drainage system. Work on only one section of the plumbing drain system at a time to allow use of toilet and shower facilities in the other section of the system by the ship’s duty section.” This implies that splitting the system and working on it in two phases is not optional. Will the government confirm whether this is required, optional or not necessary?

Response: Cutter crew is aware of the entire system being isolated/shutdown due to cleaning. Crew members have resources available on base to utilize during the duration of the cleaning. A CFR is required prior to system shutdown so crew can plan accordingly.

Reference Question 7

Grey Water Piping, Clean and Flush - Para 3.5.6 states, “In the event that hydro-blasting alone does not clean piping to required conditions, Contractor shall use chemical cleaning.” Will the government confirm that the potential need for chemical cleaning will be handled via a change order request process?

Response: No change request will be issued. Para 3.5.states, “In the event that hydro-blasting alone does not clean piping to required conditions, Contractor shall use chemical cleaning methods.”
