USCGC SITKINAK (WPB-1329)
DRY-DOCK REPAIRS
70Z080-19-Q-P4501500 Amendment 0003
Amendment 0003 is issued to answer the following questions:
1. Question: It was explained to us by the USCG that blocking shall not be used on the
110’s due to their sharp and fragile keel, disallowing the use of Keel Blocks, which potentially will damage the hull. Has the Government rescinded this policy and will now let us use keel blocks in our drydocking plan? It is not safe to drydock these vessels without the use of either Keel Blocks or a cradle.
Answer: It is not safe to use Keel Blocks to drydock a 110’ and therefore is not acceptable.
2. Question: Work Item 35, Dry Dock, paragraph 3.3 says, “The Contractor shall perform dry dock and undock in accordance with SFLC STD Spec 8634 using a cradle built as shown on Coast Guard Drawings 110 WPB 085-002 or 110 WPB 085-010, as applicable
(see notes under paragraph 3.4.2)”. Our question is, “Can the contractor block the vessel in accordance with the provided drawings without using a cradle?”
Answer: Blocking is allowed, but use of a cradle is preferred and will be considered in determining the best value. Please see Rev 2, Work Item 35 of the
Specification (page 151)
3. Question: Solicitation page 5 of 25, paragraph 6. Dry Dock Certifications and Pre-award
Calculations: The solicitation directs the contractor to submit pre-award calculations with their quotes in order to be “technically acceptable”. Will the Coast Guard change the requirement of submitting pre-award calculations with the bid?
Answer: Technical Evaluation Factor on page 5 of the Combined
Synopsis/Solicitation is revised and replaced with the following:
6. Dry Dock Certifications and Calculations: Submit all documents specified under “3.5.1 Pre-award events” in SFLC Standard Specification 8634 (e.g. dry dock facility certifications, pre-award calculations, etc.). Contractors are required to have dry-dock certifications on file.
Contractors may submit historical dry-dock calculations for CG Patrol Boats or successful past experience dry-docking vessels of similar weight and size and the calculations associated with those projects. Specific dry-dock calculations for this requirement must be submitted and approved prior to contract performance.
4. Question: Work Item 48, paragraph 3.2 directs the contractor to, “clean and inspect approximately 60 linear feet of ductwork for the ventilation systems listed below”. Is the contractor to clean and inspect the exterior or interior of the ductwork?
Answer: Interior
5. Question: Work Item 48, paragraph 3.3 directs the contractor to, “renew the insulation throughout each ventilation system as designated by the COR.” Is the contractor to renew the insulation throughout each system? Or are we renewing a portion of the insulation on each system as designated by the COR??
Answer: As directed by the COR.
6. Question: Work Item 48, paragraph 1.1, Intent says, “Contractor to clean air handler unit housing, air ducting and louvers for each of the following ventilation system(s).”
Paragraph 3.2 Cleaning Requirements makes no mention of any cleaning to the air handler housings or louvers. Will the work item be corrected to include the additional components?
Answer: Corrected. See Rev 2 Spec, (page 192)
7. Question: Work Item 50, paragraph 1.1 Intent and the drawing in paragraph 4.1 indicate that 12 stanchions are to be replaced. But, paragraph 3.2 “Stanchion Renewal” lists only
10 stanchions for replacement. The contractor believes that the government did not include stanchions all the stanchions on the port side as indicated by the drawing. Please correct the work item to include all the stanchions for replacement.
Answer: Corrected. See Rev 2 Spec. (page 197)
8. Question: Work item 56, paragraph 3.3 directs the contractor to “repair cable transit raceways and support brackets as designated by the Coast Guard Inspection”. This statement cannot be priced as there is not definite amount of cable transit raceway length or number of brackets to price. Please identify the length of cable transit raceway and number of support brackets to repair or replace.
Answer: Corrected. See Rev 2 Spec. (page 214)
9. Question: Work Item 57, Forward Auxiliary Space, Preserve – Paragraph 3.2.2 says, “Following any and all metal repairs, as indicated in paragraph 3.2.1, and required inspections, the Contractor shall conduct a second SSPC-SP 10/Nace No. 2 Near White
Blast Cleaning of all disturbed surfaces to reset the substrate and create the applicable anchor profile on the newly installed metal surfaces.” Paragraph 3.2.1 is an inspection to identify any required repairs. Without knowing the extent of the repairs at this moment, the Contractor cannot price how much material and labor is required to re-blast the repaired areas.
Answer: Corrected. See Rev 2 Spec. (page 217)
10. Question: Work Item 62, paragraph 3.4 Hose renewal says, “Contractor shall renew hose assemblies, _____ ea., in accordance with SFLC Std Spec 5000, Appendix C, Paragraph
C2.2”. Please identify the number of hose assemblies to renew.

Paragraph 3.2, Alignment Survey says, “If a Change Request has been authorized and released, using the references listed under Section 2 and in the presence of the Coast Guard Inspector, the contractor shall conduct a full system laser or optical alignment survey of the affected propulsion system(s).” So, the contractor is install protective measures and handle interferences and then wait for a Change Request for the Optical Alignment???
