Sitkinak FY19 Dry Dock Repairs

Amendment A00002

70Z080-19-Q-P4501500

This amendment is issued to answer the following questions:

1. Question 1: Work Item 8: Tanks (MP Fuel Stowage and Overflow), Clean and Inspect –

Paragraph 3.1.4.1 directs the contractor to “Remove up to a total of 10,000 gallons of fuel.” The table in paragraph 1.1 clearly indicates that the total capacity of the three tanks at 95% is 4,884 gallons. Will the government consider changing the amount to be disposed of to 5,000 gallons?

Answer 1: The work item reads “up to” so we aren’t held to specific number of gallons. It’s difficult for the cutters to predict how much fuel they will have on board when they arrive at the KTR’s facility.

2. Question 2: Work Item 23: Is it the government’s intent not to supply the simplex strainers in the work item?

Answer 2: The Simplex Strainers will be Contractor Furnished Equipment (CFE).

3. Question 3: Work Item 27: Does the vessel have a mixed gender crew?

Answer 3: No. This cutter has an all-male crew.

4. Question 4: Work Item 35, Dry Dock, paragraph 3.3 says, “The Contractor shall perform dry dock and undock in accordance with SFLC STD Spec 8634 using a cradle built as shown on Coast Guard Drawings 110 WPB 085-002 or 110 WPB 085-010, as applicable

(see notes under paragraph 3.4.2)”. Our question is, “Can the contractor block the vessel in accordance with the provided drawings without using a cradle?”. The contractor intends to use a floating dry dock or possibly a marine railway to dock the vessel.

Answer 4: The KTR can use blocks instead of a cradle. They will submit a docking plan before starting work. The Engineer will look it over and approve or disapprove the plan at that time. It’s not unusual to use blocks as long as they mimic where the cradle contacts the hull.

5. Question 5: Work Item 40, paragraph 3.3.1.3 tasks the contractor to “Perform NDI on all cracked paint surfaces in accordance with SFLC Std Spec 0740”. This statement does not have a finite amount and the contractor cannot price “all cracked paint surfaces”.

Please provide a more definite statement of work.

Answer 5: We recommend the KTR price seven feet of NDI.

6. Question 6: Work Item 40 does not direct the contractor to disassemble the hydraulic motor. Is it the government’s intent for the contractor to disassemble the hydraulic motor to complete the visual inspection?

Answer 6: The KTR does not need to disassemble the hydraulic motor. The visual appearance of the motor’s exterior (presence of leaks, dents, bent shaft, etc.) is a good indication of its overall condition.

7. Question 7: Work Item 42, Fuel Oil Service Piping, Renew, paragraph 3.2 directs the contractor to “renew approximately 10 linear feet of ½ inch fuel oil return pipe runs including associated pumps, valves, fittings, gauges and hoses from frame 22 to 23 on both MDE’s (Main Diesel Engines)”. The drawings referenced by the work item show that the main diesel engine return fuel piping is ¾ inch and not ½ inch pipe. Please verify that the government wants ¾ inch pipe installed.

Answer 7: It’s best to go with what the drawing calls out. Please make it 10 linear feet of ¾” pipe.
